Power Conditioner Installation The Massachusetts Department of Youth Services invites sealed bids for Power Conditioner Installation: Upgrade of Campus Electrical Utility Service, State Project No. MA DYS-FY22-474-S11-01 Bidding procedures and award of the Contract shall be in accordance with the provisions of M.G.L. c.149, Section 27, as amended, and Section 29, Prevailing wage rates. The project work consists of installing power conditioner equipment to provide voltage compensation and sag ride-through to provide phase protection for the building to safeguard the existing main building distribution equipment. The existing main electrical distribution system for the facility shall therefore be modified and upgraded to incorporate the new power conditioning equipment. Existing power delivery and distribution for the building loads shall remain. The electrical distribution shall be designed and constructed to meet all requirements of the Contract Documents. All bidders shall demonstrate and submit a Prime Electrical trade specialty and General Contractor Certificate of Eligibility and Update Statement issued by the Division of Capital Asset Management and Maintenance (DCAMM) with single and aggregate resource limits affording them the capacity to undertake this Contract. A bid deposit that is not less than five (5%) of the bid amount, shall be made payable to the Massachusetts Department of Youth Services. The deposit shall be in the form of a bid bond, or certified, treasurers or cashiers check. All bidders are advised to visit the site of the proposed work, become fully acquainted with conditions as they exist, and to thoroughly examine the Contract Documents. Failure of any bidder to visit the site and to examine the Contract Documents shall in no way relieve the bidder from any obligation with regard to the bid as submitted. Details for the on-site pre-bid conference and project walk-through are set forth in the Instructions to Bidders. The successful Bidder will be required to provide a Labor and Materials Payment Bond, and Performance Bond, each being in the amount of 100 % of the Contract Amount, written with a company qualified to do business in Massachusetts and acceptable to the Awarding Authority. The attention of all bidders is directed to the requirements of the Supplemental Equal Opportunity, Anti-Discrimination and Affirmative Action Program of the Commonwealth of Massachusetts, which is incorporated in the Contract Documents. The Bidder further understands that pre-employment Criminal Offender Record Information (CORI) checks shall be performed by the successful contractor. The CORI form shall be completed and submitted for each contractor, contractor employee or volunteer. Information to be required will include, for each contractor employee or volunteer, their name, date of birth, address, identification (SSN), and alias (if applicable) along with a legible color photocopy of a valid drivers license bearing the applicants picture I.D. Questions associated with this solicitation shall be submitted in writing, as they may relate to General Bids, no later than Tuesday, May 30th , 2023 1:00P.M, Questions received after these dates and times will not be considered.
