The panels have a variety of in- formation including history and heritage of Morrow County along and near the Columbia River. There are currently eight interpre-tive panels in need of restoration. Out of those, three will be need- ing a new metal structure/frame created. The panel measurements are 24 inches x 48 inches. The project includes design of the panels, utilizing existing subject material as well as integrating new content for the interpretive panels. Consultant will be expected to work with staff and citi-zens, providing draft and final design. The Morrow County Heritage Trail is an approximately 25-mile trail generally paralleling the Columbia River, extending from county line to county line. The trail is located within many federal, state and municipal jurisdictions. The alignment is well-defined within the two cities, Boardman and Irrigon, as well as within the Port of Morrow and the Umatilla National Wildlife Refuge. In other sections, the trail is simply a path commonly used by walkers and equestrians. This year the trail is undergoing modest improvements, including wayfinding signage and interpretive panels. In the future, county and residents will be updating the Concept Plan and creating a detailed master plan and eventually investing in significant capital improvements. The subject of this Request for Proposals is to update the existing interpretive panels and develop new design and content for one new panel, for a total of 8 panels. This project also includes the manufacturing of three new metal structures/frames. This RFP also includes the construction of two sets of panels, an original and replacement, for a total of 16. Permitting and coordination of panel installation will be the responsibility of county staff. Deliverables for the project includes: 2 sets of 8 panels (16 total) plus three metal stands.
