Disclaimer: Bidders must purchase their own bid documents if bidding Notice is hereby given that sealed bids will be received by the Township of North Brunswick ("Township") for Building Envelope Restoration at the Municipal Building ("Project"). The names of the bidders and bid amounts will be announced via online live streaming which may be viewed by the general public and interested parties on the advertised date and time. All interested contractors shall go to www.usaplanroom.com and under "Public Jobs" reference USA Architects' Project No.: 2023-042. Prospective bidders are requested to meet in the large trailer at the rear of the main parking lot, just beyond the black fencing. Prospective bidders are encouraged to review the documents and be familiar with the project before they come to the conference. 6. Bids must be submitted on the proposal forms in the manner designated, enclosed in a sealed envelope bearing the name and address of the Bidder. The bids must be accompanied by those documents and materials described in the Proposal Checklist provided in the Project Manual. The Township and the Architect assume no responsibility for bids mis-mailed or misdirected. 7. All bids must be accompanied by a bid guaranty in the form of either a certified check, cashier's check or bid bond drawn to the order of the Township for not less than ten (10%) percent of the amount of the bid, but not in excess of Twenty Thousand ($20,000) Dollars. 8. Pursuant to N.J.S.A. 40A: 11-22, the successful contractor shall furnish the Township with a 100% (Contract amount) Performance Bond and 100% (Contract amount) Labor and Material Payment Bond issued by the Contractor's insurance carrier / surety, for the purpose of guaranteeing the faithful fulfillment of the Agreement. This bond shall meet the requirements of N.J.S.A. 2A: 44-143 through 147, entitled "Bonds of Contractors on Public Works and Improvements." 9. The successful respondent shall be required to comply with the provisions of the New Jersey prevailing Wage Act, P.L. 1963, c 150 (N.J.S.A. 34:11-56.25 et seq. ) and those new requirements promulgated by the New Jersey Department of Labor, Division of Wage & Hour Compliance pursuant to P.L. 1999, c 238, "The Public Works Registration Act." In compliance with "The Public Works Contractor Registration Act," bidders shall be required to submit evidence of contractor registration at the time of bid for the contractor and any named subcontractors. In accordance with P.L. 2021, c.301 a contractor submitting the lowest bid for a Contract, if that bid is 10% percent or more lower than the next lowest bid, shall certify to the public body that the prevailing wage rates required by the Act shall be paid. 10. The successful respondent shall be required to comply with antidiscrimination provisions of N.J.S.A. 10:2.1 et seq. 11. During the performance of this contract the Contractor shall comply with the requirements of PL 1975 c. 127. (N.J.A.C. 17:27) and N.J.S.A. 10:5-31 et seq., addressing Affirmative Action Against Discrimination and Equal Employment Opportunity. The contractor shall also comply requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety. 12. All Bidders are expected to comply with all provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all regulations promulgated in connection therewith by the Division of Local Government Services and not just those statutory or administrative provisions which are referenced in the Notice to Bidders, Instructions to Bidders and General Conditions. 13. The Architect may send a written memorandum to all bidders indicating any addenda and / or clarification items, if required during the bid period. In order to receive such addenda, the Contractor must be listed in the usaplanroom.com, under the designated project number. The Township and the Architect assume no responsibility for contractors not listed on the project manifest/bidder's list within usaplanroom.com. 14. The Township reserves the right to reject any or all bids, pursuant to N.J.S.A. 40A:11-13.2, and to waive any informalities in the best interest of the Township.
