Renovation of a playground / park / athletic field in Fort Bliss, Texas. Completed plans call for the renovation of a 900-square-foot playground / park / athletic field.

The Contractor shall paint over the current faded Brigade logo on Strike Field located at 20500 Cold War Rd, Fort Bliss, TX 79918 by 1700 on 15 June 2023. No earth disruption will be done during this project. The logo dimensions are approximately 30 X 30 feet. The period of performance will be from 01 June 2023 - 15 June 2023. The desired logo will be provided as an attachment to this PWS. The Contractor shall respond or return phone calls within 2 hours to communicate with the Contracting Officer Representative (COR). Contractor shall obtain all necessary paint, supplies and materials to complete the project. Contractor is responsible for replenishing materials as required. Additional materials deemed necessary after the contract start date not included in the formal estimate will be acquired by the contractor at no additional cost to the Government. GENERAL: This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor's employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. 1.1 Description of Services/Introduction: The Contractor shall provide the supplies and labor required to recreate the Brigade logo in the center of Strike Field. Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to complete the new logo for the duration of the time period specified in this contract as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). The contractor shall perform to the standards in this contract. 1.2 Background: The 2 nd Armored Brigade Combat Team, 1 st Armored Division logo on Strike Field has faded with time. 2 ABCT received permission from DPW in 2015 to upgrade the logo. The colors are barely visible, and the current state of the logo does not inspire unit pride. Strike Field has been and will continue to be the centralized location for major ceremonies within the Brigade. History and tradition are critical to the military profession. Appearances matter, and the current state of the logo is not up to 2 nd Brigade's high standards. External contracted support will ensure that the logo is repainted into the turf on Strike Field, and that that the work is completed by professionals.
