This Request for Proposal (RFP) invites qualified prospective Consultants (hereinafter consultants) to submit proposals for the professional services described in the SCOPE OF WORK of this RFP. The term consultant shall mean the entire team that will provide services on the Project, whether as a single firm, as a prime consultant with sub-consultant(s), or as a joint venture with or without sub-consultant(s). The Massachusetts Department of Transportation (MassDOT)s Office of Transportation Planning (OTP) is looking to conduct a study for long-term multimodal transportation solutions and safety improvements to the Newton Corner I-90 Exit 127 (Formerly Exit 17) Interchange in Newton, Massachusetts bordering Brighton and Watertown. The Interchange is a busy intersection of local and regional roadways. This area experiences periods of high congestion. The Interchange is often difficult to navigate for drivers, pedestrians, bicyclists, and those using other transportation modes. Problems include weaving to cross travel lanes, pedestrian crossing distances, inadequate signage, limited bicycle facilities, complex intersection geometry, and near/at-capacity use of the roadways. Many of these issues lead to crashes; Newton Corner has two of the top 5% intersection crash locations in the State, as detailed from 2017 to 2019, and five areas of the Interchange were designated Highway Safety Improvement Program (HSIP) high crash clusters by the Metropolitan Area Planning Council (MAPC) from 2013-2015. A Road Safety Audit (RSA) was conducted by MassDOT in 2020 and detailed various safety issues and crash tendencies at the Newton Corner Interchange. Newton Corner is a hub for multimodal transportation operations. The area is served by eight MBTA bus lines; 52, 57, 501, 504, 553, 554, 556, and 558. The ongoing MBTA Bus Network Redesign proposal was finalized in Spring 2023 and is likely to bring some changes for Newton Corner bus operations. For example, the 57 bus is proposed to be upgraded to high frequency service, which should be considered in redesign alternatives for the Interchange. Approximately one mile to the west of the Interchange is the MBTA Commuter Rail Newtonville station. Nearby streets connect to Nonantum Road and the Paul Dudley White foot/bike shared use path, which extends east to Downtown Boston. The Interchange also has sidewalks for pedestrian access to local businesses, residents, and transit assets; however, there is inadequate pedestrian infrastructure connectivity due to missing crossing points and existing crossings are inadequately marked and timed, with reported safety issues. The timeframe for this project is 18 months from issuance of a Notice to Proceed (NTP). The anticipated budget for this study has a maximum obligation amount of $1,000,000. The method of Contractor Selection has not been Determined at this time.
