PURPOSE: The County of Louisa is soliciting bids from qualified vendors to provide recycling disposal services. The bidders should have a facility within 50 miles of the Town of Louisa, Virginia. The materials will be transported to the facility by County staff and equipment for handling and recycling. All recyclable materials shall be recycled and detailed recycling weight reports per material classification shall be submitted to the County on a monthly basis. Recyclable materials include, but are not necessarily limited to, commingled recyclables (newspaper, mixed paper, plastic, aluminum, and glass), cardboard and possibly glass within the second alternative presented. All recyclable materials shall be recycled and detailed recycling weight reports per site shall be submitted to the County on a monthly basis. Recyclable materials include, but are not necessarily limited to, commingled recyclables (newspaper, mixed paper, plastic, aluminum, and glass), cardboard and possibly glass within the second alternative presented. An alternative bid is also requested that proposes to separate the glass from the comingled recyclable stream since it is currently very difficult to recycle the glass and it is the understanding of the Louisa County that much of it is being landfilled. Therefore, the alternative bid proposes to have a third recycling container at each of the Refuse and Recycling Center Locations. These will be used for glass. These containers will be shipped to the successful bidder's facility so that the glass can be recycled by the successful bidder. It should be understood that although the glass will be separated in this alternative, there will be some glass that will be inadvertently included in the comingled box. This should be considered and included in the bid. The County of Louisa reserves the right to award each line item to more than one Bidder. II. STATEMENT OF NEEDS/ SCOPE OF SERVICES: The County of Louisa is soliciting bids from qualified vendors to provide recycling disposal services. Recyclable materials include, but are not necessarily limited to, commingled recyclables (newspaper, mixed paper, plastic, aluminum, and glass), cardboard and possibly glass within the second alternative presented. Two alternatives are requested: A - Two Stream Alternative - The recycled materials will be transported by Louisa County staff and equipment to the facility in roll-off boxes and will include: a.) corrugated cardboard and b.) comingled recyclables including newspaper, other paper, plastic, glass, aluminum, and other cans. The collection of this recyclable material will be made at refuse and recycling centers that are operated by attendants. The waste stream will primarily consist of the above described materials but may have some extraneous materials in them from time to time since they are loaded by citizens. This should be taken into account by the bidder. The fee for the disposal of the materials will be charged by the ton as delivered to the facility for sorting and recycling. The fee for each ton for the services under this section will include all handling costs, fees, recycling fees, or disposal costs associated with disposal of county generated recyclable materials. No additional charges will be allowed beyond that presented by the successful bidder. B - Three Stream Alternative - The recycled materials will be transported by Louisa County staff and equipment to the facility in a roll-off boxes and include: a.) corrugated cardboard, b.) comingled recyclables including newspaper, other paper, plastic, aluminum, and other cans, and c.) glass. The collection of this recyclable material will be made at refuse and recycling centers that are operated by attendants. The waste stream will primarily consist of the above described materials but may have some extraneous materials in them from time to time since they are loaded by citizens. This should be taken into account by the bidder. The use of a separate glass collection container at our sites should redirect most of the glass from the comingled recycled materials container but is should be understood by the successful bidder that some glass still may get into the comingled box since citizens load them. The fee for the disposal of the materials will be charged by the ton as delivered to the facility for sorting and recycling. The fee for each ton for the services under this section will include all handling costs, fees, recycling fees, or disposal costs associated with disposal of county generated recyclable materials. No additional charges will be allowed beyond that presented by the successful bidder. Weight Scales at Vendors Facilities - Vendor shall have a scale/weighing system capable of measuring gross loads incoming of at least 90,000 lbs. and shall be in compliance to any federal, state or, local government regulations having jurisdiction over said scales. Load Tickets- When each load is delivered to the vendor, it shall be weighed and a ticket should be then supplied for the driver to sign that the vendor will retain for their records. An additional a copy of that ticket shall be given to the driver to return to General Services Management. The ticket for each load shall include on it, but not be limited to: the vendors name, physical address, mailing address (if different from physical address), phone number, ticket number, date and time ticket was printed or load was delivered, County's name/account name/account number the ticket is processed on, Vehicle number or License plate number of delivery vehicle, Site name of loads origin, product type the load contains, the gross weight of the load in lbs. or tons, the tare//empty/unladen weight of the vehicle delivering the load in lbs. or tons, the net weight of the product load in lbs. or tons, and the box number the load was brought in. Bidders may submit any questions or requests for additional information regarding the project in written format by May 23, 2023.
