This project consists of the installation of fencing along the roof of three buildings, plus the installation of lightning rods. SUBJECT: Request for Proposal - Lightning and Fall Protection Cape Cod Space Force Base 1. This is a Request for Proposal (RFP) for the subject project in accordance with the attached Statement of Work (SOW) specifications, CCSFS Design Specs - Lighting and Fall Protection June23 2. This RFP includes Contractor Instructions for Proposal Preparation (IFPP) which should be utilized in constructing your proposal. 3. The magnitude of this effort is estimated to be between $250k - $500k. 4. Address, in writing, any technical or contractual questions to Mr. Jared Gregory at jared.gregory.3@us.af.mil, and the Contracting Officer, Ms. Elizabeth Shoemaker at elizabeth.shoemaker.1@us.af.mil. 5. Your proposal must be valid for 90 days after submission. The anticipated contract will be awarded on a Firm Fixed Price (FFP) basis. Please submit your proposal price accordingly. The desired Period of Performance from contract award is less than or equal to 550 days. 6. Applicable Wage Determinations: Middlesex County, MA. Liquidated Damages (LD) will not be included for this effort. 7. Performance and Payment bonds are required for this effort. Additionally, the awardee must furnish proof of insurance IAW FAR 52.228-5 and AFFARS 5328.310(a)(S-90) 8. Please complete any necessary full text contract provisions within the model contract attached to this solicitation. Please complete the cost price workbook that is attached to this RFP. The format is flexible; however, the detailed cost breakdown is required and must be completed. Please fill out all labor categories that will be used (i.e., electrician, pipe fitter, laborer, etc.) with corresponding hourly labor rates and estimated hours. Please include a list of materials with prices, profit, overhead, G&A, FCCOM, as well as all indirect costs. If subcontractors are to be used, please provide their bid, detailed in the same manner above. Subcontractors can submit their bids directly to the government if they desire. 9. Proposals must be received by the Contracting Office no later than 6:00am Eastern Standard Time, 14 August 2023. Proposals should be sent to the POCs listed above in paragraph 4. 10. This RFP is issued in accordance with (IAW) FAR 52.232-18 AVAILABILITY OF FUNDS, "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." 11. A site visit will occur from 9:00 - 11:30am on 28 July 2023. This is a secure facility, so site visits must be requested before 4:00pm on 24 July 2023.
