Start/Delivery Date July 1, 2023 - June 30, 2026 Project Duration Three years Online Q&A Yes Q&A Deadline 06/15/2023 4:00 PM (PDT) This Request for Qualifications (RFQ) solicits qualified firms to provide a Statement of Qualifications (SOQ) for on-call professional services described herein for the City of Sacramento, City-County Office of Metropolitan Water Planning ("Water Forum"). The Water Forum is administratively a department of the City of Sacramento and follows City policy and guidance for all legal, procurement, insurance, and contractual matters. Respondents to this RFQ must demonstrate experience and capacity to deliver the services offered, as well as sufficient understanding of Water Form needs and the ability to scope and deliver professional services in an as-needed and timely manner. The on-call list will be used for the next three City Fiscal Years (July 1, 2023 - June 30, 2026). The Water Forum currently contracts with professional consulting firms in a variety of planning and technical capacities throughout the region. The firms determined to be the most qualified in each of the specialty service categories offered under this RFQ will be placed on a pre-qualified list for: 1) use and contracting as specific projects develop; or 2) may be offered a master services agreement (MSA) during the RFQ term. Water Forum may select multiple consultants to provide services for various categories during the pre-qualified term of three years. Individual professional services agreements for firms on the on-call list would generally range from approximately $5,000 to $249,999 depending on project scope and complexity. Once a firm is placed on the pre-qualified list, Water Forum may require proposals and/or interviews from listed firms prior to awarding contracts for specific projects in the SOQ categories. Placement on the pre-qualification list is not dependent on meeting City of Sacramento Local Business Enterprise (LBE) requirements and no preference for LBE's will be given when evaluating firms for additions to the initial list developed from this solicitation. However, individual professional service agreements may be subject to LBE requirements or preference, depending on funding source. LBE preference is disallowed on Federal grant funded projects but may apply on other Water Forum projects. Any MSA awarded during this solicitation for firms to perform professional services on a frequent on-call, as-needed basis would require City Council approval. The Water Forum will request that firms identify specific individuals and/or rate categories before contracting for specific projects or tasks during the on-call term, regardless of project funding source or contracting mechanism. Per City procurement policy, projects with agreements of $250,000 or more will require a project-specific RFP or competitive bid, and approval by the City Council, unless performed by a consultant with an MSA. As needs evolve, Water Forum may also go out to competitive bid or issue RFPs for specific projects or efforts and is not required to utilize only firms from the pre-qualified list during the three-year list term. Candidate firms need not demonstrate expertise in all disciplines outlined in the RFQ. The Statement of Qualifications should outline those services for which the candidate firms are qualified. Placement on the list of qualified on-call consultants is not a guarantee of work and does not constitute a commitment by the Water Forum to enter a contract with an on-call listed firm. As mentioned previously, once a firm is placed on the pre-qualified list, Water Forum may require proposals and/or interviews from listed firms prior to awarding contracts for specific projects in the pre- qualified categories.
