The work of the base bid of this project consists of obtaining all materials and completing all related work to repave Haldeman Avenue and construct 2 ADA ramps within New Cumberland Borough, PA. The base bid also includes 2 design-build ramps located along Haldeman Avenue. The work of the alternate bids of this project consists of obtaining all materials and completing all related work to repave Kathryn Street and design and construct 1 ADA design-build ramp within New Cumberland Borough, PA. The work includes, but is not limited to, demolition of existing concrete and asphalt pavement, milling, base repair, levelling course installation, overlay, installation of ADA-compliant curb ramps, and site restoration. For the design-build ADA ramps, the Contractor is responsible for obtaining survey for and designing the ramps as described in the project documents. The Contractor will submit the designs to the Borough for review and comment by the Borough Engineer. All information must be submitted on Penn Bid at the sole responsibility of the proposer. Each bidder is required to bid on the total project. All quantities listed are approximate. Liquidated damages apply at the rate of $500.00 per calendar day. A pre-bid meeting will not be held. Questions regarding the specifications shall be submitted on Penn Bid. A pre-bid conference will not be conducted for this project. Questions submitted after 5:00 PM on June 16, 2023, will not be answered. Each bid must be accompanied by a bid bond or certified check made payable to "New Cumberland Borough" in the amount of 10% of the total bid in accordance with the Instructions to Bidders. The successful bidder shall provide a performance bond or certified check to the municipality in the amount of 100% of the contract within 15 days after the contract is awarded. New Cumberland Borough, in accordance with Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all respondents that it will affirmatively ensure that MBE/WBE will be afforded full opportunity to submit proposals in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. Work must be performed to ensure that non-discrimination/sexual harassment provision of the contract documents and the CFA are met. The work shall also conform to the requirements of the Pennsylvania Prevailing Wage Act. Substantial completion shall be Friday, September 29, 2023, and completion of work and final pay shall be Friday, October 13, 2023. The Owner hereby reserves the right to reject any and/or all proposals submitted. The Owner also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in the proposals received. All bids shall be irrevocable for sixty (60) days after the bid opening date.
