Upper Nehalem Watershed Council (UNWC) working in partnership with The Oregon Department of
Forestry (ODF), Oregon Department of Fish and Wildlife (ODFW) to improve anadromous fish habitat
and natural stream functions within high priority aquatic anchor habitats identified within two reaches
of a productive Coho salmon bearing tributary of the Upper Nehalem River Basin. Each of the stream
reaches are below ODFW habitat benchmarks for Large Wood Debris (LWD) that typify optimal habitat
utilized by salmonids. Strategic placement of LWD structures within the proposed salmon anchor
habitats will enhance natural stream functions, watershed processes, and provide quality habitat longterm for its recipient species. The project and its benefits for salmonids relies heavily on the "anchor
habitat strategy", which seeks to identify, protect, and restore the stream reaches within a watershed
that are most capable of supporting Coho across the full spectrum of their freshwater residency,
including egg incubation, rearing, refuge, smolting, and spawning.
SCOPE OF WORK
This ITB is to place 19 LWD structures in 2.1 miles of Lousignont Creek. LWD Structures will average 4
trees split into 2-3 logs (May use a whole tree if small). that will be pulled from the adjacent uplands.
Trees have been donated from ODF and Contractors are only allowed to use previously approved and
marked trees (see map). All work must be completed in 2023 during the permissible season. All questions related to the bid are due through email only by June 15,2023
