Eastbound J. Clyde Morris Boulevard between the I-64 interchange (Exit 256) and the City Line alternates between two and through three lanes. This section of roadway passes through three signalized intersections with moderate minor street volumes. During the PM peak, traffic exiting I-64 westbound queues on the off-ramp and on J. Clyde Morris Blvd due to a lack of eastbound capacity coupled with the traffic signals. Signal re-timing and other operational modifications have helped progression to an extent, but congestion continues to build. Traffic modelling shows that the existing total delay per vehicle in the corridor is approximately 442 seconds. The projected total delay following the infill project is approximately 220 seconds per vehicle, which is close to the signal control delay showing a drastic reduction in congestion. The project will widen two sections of the existing shoulder of eastbound J. Clyde Morris Boulevard, each with a length of approximately five hundred feet; one between the I-64 off-ramp and Traverse Drive (including the intersection of Loiuse Drive) and the second is at the intersection with Harpersville Road. The existing signal mast arms are designed to accommodate the additional lanes and require minimal modification to add the necessary signal heads. Curb and gutter, commercial entrances, and drainage inlets will be adjusted as needed. Fiscal Year:2023-2027 *Project information has been obtained through a public capital improvement plan (CIP).
