Remodeling and renovation of a military facility in Holloman Air Force Base, New Mexico. Completed plans call for the remodel of a military facility.

The magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00 The Contractor shall purchase and install 113 new AMRS compliant electric meters1 and CTs (Table HEM1) including the installation of AMRS complaint fused safety disconnects2. The Contractor shall furnish all materials, equipment, labor and miscellaneous items necessary to install the new meters. The Contractor shall install 113 new communication drops, LAN receptacle plug-ins, and associated equipment to establish remote communications to the patch panel associated with the nearest Air Force network switch or other noted location. Assume all communication runs are <328 feet, to include patch cables, unless otherwise noted. All voltage and amperage noted in Table SEM1 is the responsibility of the contractor to field verify prior to design. Scope & Applicable Documents This SOW sets forth the requirements for a RE&C D-B construction effort at HAFB, NM. The RE&C contractor shall manage and perform D-B construction work as defined in the TO. The contractor is the Designer of Record (DOR) as well as the Constructor of Record for D-B projects. As the DOR the contractor accepts specific responsibilities as described in Section 6.1.1 of the RE&C basic contract SOW. The RE&C Contractor is to provide the government with a Work Breakdown Structure (WBS), Construction Work Plan (CWP), construction, and warranty for the Advanced Meter Reading System (AMRS) to meet the existing design and current Air Force (AF) Standards. The Contractor shall prepare the WBS and CWP for the implementation of an AMRS that incorporates meters, meter reading systems, and data management capabilities at HAFB, NM in accordance with the Department of Energy (DOE), Federal Energy Management Program (FEMP) Guidance for Electric Metering in Federal Buildings, dated November 2014. 2.2 Description of Work As part of the proposed effort on this TO, the Contractor shall implement the following tasks for the completion of this project. This project shall be accomplished IAW the SOW Appendices 1 through 8. Address, in writing, all technical and contractual questions to the Contracting Officer, Lauren Gill at lauren.gill@us.af.mil, no later than 1400 CST on 17 May 2023 - See Attachment 6. Also reference Attachment 5, Questions & Answers 11 August 2022, which addresses questions from the previous solicitation. If questions are received after that date, the Government may not answer them
