Renovation of an educational facility in Salisbury, Maryland. Completed plans call for the renovation of a educational facility.

The Board of Education of Wicomico County will be selecting a Construction Management at Risk (CMr) team for the Roof Replacement project at Parkside High School located in Salisbury, Maryland. The selected CMr firm will provide a range of pre-construction, construction, and post construction services to assist the Board and its Architect/Engineer with the delivery of the above-mentioned project. Services will range from constructability reviews, the establishment of budgets and schedules, the determination of MBE goals and objectives, solicitation of trade contracts, establishment of the GMP, organization of the work, contract administration, quality assurance and all aspects of the construction process up to and including commissioning, move-in, occupancy and close-out. Phase 1 of the RFP process will be acceptance of Statements of Qualification (SOQ) from professional Construction Management at Risk teams interested in providing this service. Only firms with a minimum of five (5) years Construction Management at Risk experience will be considered. Interested firms who wish to respond to this request must obtain a Request for Qualifications (RFQ) packet from Wicomico County Public Schools. Requests or inquiries should be sent via e-mail to: facilities@wcboe.org. Please include reply contact information and email address. The contract delivery method for the project will be Construction Management at Risk (CMr). Certified Minority Business Enterprises are encouraged to respond to this solicitation notice. o The contractor or supplier who provides materials, supplies, equipment, and/or service for this project shall structure his procedures for the performance of this contract to maximize the utilization, directly or indirectly, of Minority Business Enterprises (MBE) which are currently certified by the Maryland Department of Transportation (MDOT). The contractor or supplier agrees to make a good faith effort to carry out the MBE requirements of this contract in a manner which is consistent with the efficient performance of the project. o The CMr shall assist the WCBOE Procurement Review Group in establishing the Project MBE Goal and MBE subgoals. o DURING Phase 2 - The CMr shall submit the Minority Business Enterprise Utilization/Solicitation Affidavit (MBE-U/SA) with the GMP proposal. Failure to submit the MBE-U/SA may result in the GMP proposal being determined as non-responsive. The CMr shall submit to the Board's MBE Liaison all other MBE documents and supporting data within ten (10) working days after notification that the GMP is acceptable. o DURING Phase 2 - The CMr shall submit with its GMP proposal a completed "Certified MBE Utilization and Fair Solicitation Affidavit" (Attachment A) and "MBE Participation Schedule" (Attachment B) that identifies the CMr's specific commitment of certified minority business and certifies it made a good faith effort to achieve the goal established in the solicitation. The MBE Participation Schedule (Attachment B) shall include the name of each certified MBE that will participate in the project including its respective MBE classification, and shall include the items of work to be performed or furnished and the committed price or the percentage of the contract to be paid to each MBE for the work or supply. State-Funded Construction Projects - Employee Health Care Expenses (COMAR 21.11.16 - Proposed Regulation) Maryland Register, Volume 48, Issue 1, Monday, January 4, 2021 (pages 21, 22 & affidavit) is expected to be an approved regulation prior to the execution of the final contract and will therefore apply to this project. Prevailing Wage Rates are applicable to this project per the State of Maryland State Finance and Procurement Article, Section 17.201. Any questions concerning Prevailing Wage requirements should be directed to the State of Maryland Department of Labor, Licensing and Regulation, Prevailing Wage Division, 410-767-2342. A Bid Bond in the amount of Ten Percent (10%) of the Base Bid may be required by CMr firms that are selected to participate in Phase 2 of the RFP process. The form of the Bid Bond shall be AIA Document A310 Bid Bond - 1970 edition or equivalent. This requirement will be established at the time Phase 2 notices are released. o A 100% Performance Bond and 100% Labor and Material Payment Bond, in the full amount of the contract award shall be provided by the successful bidder prior to the execution of the contract. The Board of Education of Wicomico County reserves the right to reject any or all proposals and waive formalities, informalities, and technicalities therein. The Board reserves the right to contact a CMr for clarifications and may, at its sole discretion, allow a CMr to correct any and all formalities, informalities and technicalities in the best interest of the Board.
