Submittal of Written Questions (5:00 p.m.) June 16, 2023 Responses to Written Questions June 30, 2023 Overview The City of Williston, Development Services Department, invites sealed proposals for the development of an approximate 14.32-acre site. A Site Map is included in this RFP as Attachment B. The RFP seeks market-viable development proposals that are consistent with the City Commission's approved Williston Square Plan; contribute to the creation of vibrant, Commercial Grocery Store and associated retail store development. The Site is a portion of the 786-acre re-development of the prior Sloulin Field Airport. B. Proposer Inquiries Proposers are advised to read this RFP in its entirety. Failure to read and/or understand any portion of this RFP shall not be cause for waiver of any portion of the RFP or subsequent agreement. All questions about this RFP must be submitted via email no later than the deadline listed on page 1 to willistonsquare@ci.williston.nd.us. Site Description As depicted in the Site Map, the Site includes a 14.32-acre portion of lot 12. The western boundary is 16th Avenue W., which is a minor arterial and has a natural walking trail adjacent on the east side of 16th, abutting the site. Access can be given to the site from 16th Avenue W. on the northern-most edge of the site, with the construction of 29th Street W. to be designed and built by the winning Developer. Utilities will need to be designed and installed in 29th Street W. connecting 16th Ave. W. to 13th Ave. W., and coordinated with the City Engineer. The south boundary is a 6-acre parcel owned by the Williston Parks and Recreation and is intended to remain open natural space. 26th Street W., which is a major arterial to the south, already exists and is very heavily driven. Access can be given to the site from 26th Street West, with the construction of 13th Ave. W. Underground utilities have been installed and rough grading has been completed on 13th Ave. W. The East boundary will be 13th Ave. W. The northern boundary will be 29th St. W. which has vacant land zoned residential on its north side. Developer must comply with Williston Square design standards. One access point would be allowed off 13th Ave. W. The Developer is expected to complete the surface portion of both 29th St. W. and 13th Ave. W. to the point of access into the property. Developer shall sign a waiver of non-protest for the completion of the remaining portions of 29th St. W. and 13th Ave. W Desired Project This section details the "Desired Project" that will result from a successful proposal and lists specific development considerations that must be addressed in proposals. These considerations include implementation of City goals and policies, including those specifically referenced in the RFP. Proposers should review all referenced materials and are encouraged to submit detailed questions in writing to the contact listed in this request for proposals. The Desired Project: 1. To provide the City with another full-scale grocery store with associated retail uses at a prime location within the City and Williston Square. 2. Provides a sustainable, innovative, high-quality design that is aesthetically and functionally compatible with the Williston Square design parameters. The street and walkway design should create functional and appropriate transitions for pedestrian connections and connect future residential and commercial areas to this site. Additional consideration will be given to proposals that contemplate surrounding sites and incorporate them into the overall proposed development. 3. Creates enhanced street level amenities promoting walkability for pedestrians with direct connections to pedestrian links and bicycle paths. 4. Is initiated and completed within a reasonable time period acceptable to the City. It is the City's desire that the proposed development is completed in the shortest timeframe possible. 5. Provides tangible public benefits, which may include one or more of the following: high design, an assortment of commercial/retail options, community amenities, pedestrian and bicycle connections. 6. Requests minimal City assistance and provides maximum return to the City. The City may select to participate in projects that create a significant amount of public benefit, such as public infrastructure above and beyond what would be necessary for the proposed development. Currently, there is no identified or guaranteed City funding for proposals under this RFP.
