Introduction
The Mid-East Commission on behalf of Beaufort County, North Carolina is soliciting
qualifications from engineering and planning firms for engineering and design services for a
Living Shoreline Demonstration Site to be located at the future Wright's Creek Park on Wilkins
Rd. Belhaven, NC (Pamlico Beach area). The county is seeking detailed engineering and design
services which will be used to move forward into the permitting and construction phase of the
project. This project was funded through the NC Division of Coastal Management's Public
Beach and Coastal Waterfront Access Grant. A copy of the grant application is available upon
request.
Project Description
This project is for design and engineering of a Living Shoreline Demonstration Site to be located at
the future Wright's Creek Park on Wilkin's Rd. Belhaven, NC (Pamlico Beach area). The living
shoreline demonstration site should be approximately 75 linear feet in size. The living shoreline
demonstration site was identified in Beaufort County's Resilience Strategy as a high priority
project. Staff previously worked with CAMA to determine where a living shoreline on the site
would be appropriate, when the Wright's Creek Erosion Study was being developed.
Unfortunately, the area experiencing major erosion issues was not a candidate (that area will be
treated with rip-rap revetment instead), but there is an area on the southeastern portion of the site
which would make an excellent location for a living shoreline demonstration site. A site plan
showing the desired location of the living shoreline demonstration site is attached to this RFQ.
This hybrid solution will be combined with the development of educational materials for
developers and homeowners to learn about living shorelines and how they can be implemented.
This will include on site signage as well as brochures and development guides available at county
public buildings and on the county's website.
