The City of Logan desires to retain the services of a Professional Environmental Engineering Firm to sample, model, evaluate, prepare reports and submit findings to Utah Department of Environmental Quality - Air Quality Division for Tier 2 Non-Methane Organic Compound Testing (NMOC) as required by our Title V Air Permit No. 500103001. Task 1. Field Sampling Provide all equipment, personnel, and sampling supplies to complete the required NMOC testing per the requirements of 40 CFR Part 60. Task 2. Data Analysis Provide all equipment, personnel, and laboratory analysis required to report the NMOC rate of the Logan Landfill. Task 3. Reporting Provide comprehensive reports of the above NMOC testing. Reports should include at the minimum; Detailed description of field sampling activates and procedures, laboratory analytical results and procedures, and NMOC emission rate results (LandGEM). The final report should meet the Tier 2 requirements of Logan City's Title V Air Permit. It is intended that field sampling for NMOC be completed by August 18, 2023. Analysis and reporting to be complete by September 20, 2023, with results submitted to the State and City of Logan. All questions pertaining to this request for proposal shall be submitted before 5:00 pm on June 8, 2023. The City reserves the right to delay or deny approval of the work if it is determined in the City's best interest to do so.
