Snow Storage Site Facility Borrowing Bylaw (2nd and 3rd Readings) BACKGROUND / RATIONALE The City of Leduc currently operates one engineered snow storage facility at 4301 56th Avenue, immediately south of the Operations Building. Engineered snow storage facilities are utilized for the storage of contaminated snow that has been collected in areas where the City of Leduc utilizes salt and sand, such as our arterial roadways. Despite operational optimization, the current engineered snow storage facility has exceeded capacity and a new site will be required by the winter of 2024. Note that when reviewing the bylaw after first reading, it was identified that due to an administrative error, the amount of the proposed borrowing was misstated. The recommended amendment will replace the incorrectly stated amount with the correct amount. ---------------------------------------------------------------------------------------------------------------------------------------------------------- The City of Leduc Snow Storage Facility & 74 Street Improvements project includes development of a new snow storage facility that will be owned and operated by the City of Leduc, as well as upgrades to 74 Street to support the new facility. Development of the new snow storage facility will include: common and borrow excavation for the 5 ha site; site surfacing including gravel surfacing and a 450 m2 concrete pad; stormwater management facility complete with clay liner, bituminous geomembrane, underground piping, precast concrete control structures and Stormceptor; downstream drainage ditch including rip rap check dam and outfall to Deer Creek; site fencing (chain link and wooden) and chain link gates; site electrical including mast post lighting and a power pedestal; as well as landscaping including topsoil and seed, and installation of new trees. Improvements are required to 74 Street from 65 Avenue to Boreal Drive to upgrade approximately 1.3 km of the existing gravel rural roadway to a 9 m wide paved rural roadway.
