BACKGROUND The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a unique, law-enforcement organization within the United States (U.S.) Department of Justice (DOJ). It is dedicated to reducing violent crime and protecting the public. Specifically, ATF is dedicated to protecting its communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and selling of alcohol and tobacco products, the illegal use and storage of explosives, acts of arson, bombings, and terrorism Physical Security Branch (PSPB) is responsible for safeguarding all ATF facilities using intrusion detection, access control systems, duress systems, closed circuit television and more. As part of its mission, PSPB is soliciting quotes for upgrading the access control system for Federal Information Processing Standard (FIPS) 201-2 compliance at the Boston Field Division located at: 10 Causeway St, Boston MA 02222 OBJECTIVE To upgrade ATF's access-control system at the Boston Field Division from UTC Facility Commander hardware to Lenel OnGuard Hardware in order to facilitate FIPS 201-2 compliance. SCOPE OF WORK Replace existing Lenel Facility Commander microcontroller and readers with Lenel OnGuard equipment to facilitate FIPS-201-2 compliance. ATF will be responsible for all programming. Server and all licensing will be provided by ATF and should not be part of this quote. The existing system has a total of 13 readers. All existing readers connect to the existing controller in the Local Area Network (LAN) room. All existing readers interface with their respective strikes above each respective door. The integrator will replace the existing microcontroller with 8 LNL-1320S3 boards and 1 LNL-4420X in the LAN room. The integrator will use daisy-chain wiring for the communication between the LNL-4420X and LNL-1320S3 boards. The integrator will use termination jumpers at the beginning and end of the communication line. The integrator will use Belden 3105A wire for the communication wiring between the 1320 interfaces units and the 4420X controller. Belden 3105A wire is required, no substitutions are allowed. The installer will ground the drain wires from the RS-485 wires to one common earth ground. The integrator will also use Belden 3105A wire to rewire the data for the 6 perimeter doors which open into public space. The integrator will replace the 6 existing perimeter readers with Veridt 900W2037-OXYOP readers. The integrator will run Belden 3105A reader data wires from the LAN room to the perimeter readers. The perimeter readers will be wired using OSDP. The integrator will connect the drain wire from the Belden 3105A data wire to the same earth ground as the 1320's at the controller end, while leaving the other end of the drain wire at the reader termination end floating. The integrator will place a 1K resistor between the Data 0 and ground terminals on each reader port on the 4420x and 1320. The integrator will use a separate 18 AWG (American Wire Gauge) for the reader power on the 6 perimeter doors (this can be any typical 18/2 wire, doesn't need to be Belden.) The integrator will install readers on 5 new doors which previously did not have readers. The new readers will be Veridt 900W2027-OXYOP. The integrator will run Beldon 3105A reader data wires from the LAN room to these door locations. The readers will be wired using OSDP. The integrator will connect the drain wire from the Belden 3105A data wire to the same earth ground as the 1320's at the controller end, while leaving the other end of the drain wire at the reader termination end floating. The integrator will place a 1K resistor between the Data 0 and ground terminals on each reader port on the 4420x and 1320. The integrator will use a separate 18 AWG (American Wire Gauge) for the reader power on the new doors (this can be any typical 18/2 wire, doesn't need to be Belden.) The integrator will also be responsible for installing electric strikes on the 5 doors, including running new strike power wires and cutting the frame to accommodate the strike. If there are existing separate single cylinder deadbolts on the doors, the integrator will make certain the strike only engages the primary latch of the door, not including the deadbolt. The deadbolt should not be overridden by the strike. The integrator will not use any magnetic locks. The strikes and readers will each be home run to the LAN room where they will interface with LENEL 1320 dual interface boards. The integrator will replace the remaining 7 interior readers using the existing reader wires from the existing system. The integrator will reuse the existing strikes, strike power supplies, and strike wiring for all doors. The integrator will splice the existing strike and reader wires above the door, so they are home run to the LAN room. The 7 remaining readers will be Veridt 900W2027-OXYOP. The integrator will wire all readers as Open Supervised Device Protocol (OSDP). The integrator will be responsible for incorporating the existing Aiphone system into the access control system. The existing Aiphone door release is wired into a REX input on the existing access control system. The integrator will move this input to the REX input on the new secure entry reader interface in the LAN room. The integrator may repurpose the existing reader data wire to accommodate the Aiphone door release being home-run to the LAN room. There are no requirements for REX sensors or door contact integration. Any existing door contacts are part of the existing intrusion detection system and must remain undisturbed. The integrator will wire the positive reader power wire on all readers directly to the 12 vdc power supply via a terminal block. The negative power wire will still be connected to the respective reader port on the 4420X or 1320. The perimeter doors will be authenticated readers, so there may be troubleshooting involved to make these work properly. The readers will also require installation of a VERIDT - 862-200100 spacer or equivalent. The integrator will wire an ethernet cable from the controller to the ATF network switch in the LAN room. The integrator will be responsible for configuring the new controller with the appropriate network settings which ATF will provide. Supplies: This action is for the purchase of equipment to facilitate the installation of a FIPS-201-2 compliant access control system at the ATF Boston Field Division. Primary components required for the aforementioned upgrade include but are not limited to: 1 - LNL 4420X controller, 8 - LNL-1320S3 reader interface boards, 12 - Veridt 900W2027-OXYOP readers, 6 - Veridt 900W2037-OXYOP readers, assorted installation materials including but not limited to: wire, connectors, batteries, spacers, wall mounting devices, system enclosures, power supplies, resistors, grounding nuts, machine screws, drywall screws, wood screws. Below is a list of the equipment and readers to be used by the integrator. PLACE OF PERFORMANCE The contractor will perform the installation at: 10 Causeway St, Boston MA 02222 TRANSITION OUT PLAN If necessary, the Contractor shall develop a Transition-Out Plan that facilitates a seamless transition from the incumbent to incoming contractor/government personnel at the expiration of the contract/task order. The Contractor shall provide a Transition-Out Plan no later than 60- calendar days prior to expiration of the contract.
