Site work, paving and renovation of a road / highway in Atlanta, Georgia. Completed plans call for the renovation of a road / highway; for site work for a road / highway; and for paving for a road / highway.

Bids received after the designated time will not be accepted. All bids must be originals; no bond copies, facsimile copies, or electronic copies will be accepted. This is a Midtown Alliance procurement of a City of Atlanta-sponsored project utilizing the following funds: City of Atlanta, Georgia Transportation Infrastructure Bank (GTIB) and Midtown Improvement District. Midtown Alliance is serving as the Implementation Manager for the project. The project generally includes construction of right-of-way improvements including sidewalks, curbs, roadway, bicycle lanes, signage, landscaping, street trees, street lighting and a new traffic signal. The solicitation document may be viewed and downloaded from Midtown Alliance's website. GDOT Standard Specifications Construction of Transportation Systems, 2013 Edition, and applicable special provisions and supplemental specifications apply to Base Bid.GDOT Standard Specifications Construction of Transportation Systems, 2021 Edition, and applicable special provisions and supplemental specifications apply to Add Alt #1.Bidders submitting a bid $2,000,000 or less must be either a prequalified contractor or a registered sub-contractor with Georgia D.O.T. Bidders submitting bids in excess of $2,000,000 must be prequalified with Georgia D.O.T. The Equal Business Opportunity (EBO) goals for this project are 25% MBE and 10% FBE%. All MBE and FBE firms must be certified by the City of Atlanta's Office of Contract Compliance. The City of Atlanta in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC2000d-42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the ground of race, color, sex, or national origin in consideration for an award. If the Contract is awarded, it will be awarded to the lowest reliable bidder whose proposal shall have met all the prescribed requirements per the Project Manual, including Section 00100 Instructions to Bidders. Low Bid will be determined based on the sum of the base bid and any alternates selected by Midtown Alliance. The required forms, certifications and affidavits shall be submitted with the bid per the Bid Submittal Checklist. No bidder may withdraw her/his bid within one-hundred and twenty (120) days after the actual date of the opening thereof. The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the Implementation Manager and shall complete the work within 480 consecutive calendar days from and including said date Should any question or need for information arise, it should be directed to Midtown Alliance at business@midtownatl.com with subject line: 1000 5th St Complete Street - [insert nature of email]. All questions must be submitted by email by 5:00 p.m. ET on June 15, 2023. The response to the questions will be sent as an addendum.
