The Town of Wellesley, herein after referred to as The Town, acting through its Select Board invites proposals from qualified firms for the performance of professional traffic engineering services. The scope of these services shall include, but not be limited to, the following on an as needed basis: traffic calming studies; intersection capacity analysis; speed and truck exclusion studies; reviews of consultant reports prepared by others; accident analysis; pedestrian and bicycle studies; investigation of neighborhood complaints; traffic signal analysis; and preparation and review of plans, specifications, and estimates of probable cost. From the technical proposals submitted by qualified firms, the Town may select a group of firms for interviews. This selection will be made based on the criteria set forth in this RFP. The firms will be ranked in order of preference by the staff based on proposals and interviews. A contract will be negotiated with the selected firm(s) based on the Towns justification of the hourly rates submitted by the firm(s). Should the Town and the selected firm(s) not be able to reach an agreement, the Town would then negotiate with the remaining firms in order of their ranking until a suitable agreement could be reached. The Town intends to select one firm and possibly two firms. The Town reserves the right to discontinue the selection process at any time prior to the awarding of a contract. There will be no reimbursement to any firm if selection is terminated. This engagement is subject to funding appropriation. The Town of Wellesley Select Board, invites proposals for Professional Traffic Engineering Services to provide timely assistance to the Town of Wellesley. The Select Board reserves the exclusive right to accept or reject any or all proposals in whole or in part, and to waive any informality in proposals received when such action is in the best interest of the Town. The method of Contractor Selection has not been Determined at this time.
