MHA intends to enter into a development agreement to be negotiated later with the responsible proposer, which offers a proposal advantageous to the Authority based upon technical evaluations. The contract shall have no provisions for reimbursable expenses except those resulting from a contract modification. The cost of traveling, postage, telephone, photocopying, and living expenses incurred by the Developer, the Developer's associates, or technical personnel in the discharge of the Developer's services are considered as Developer's overhead, and they must be included in the contract amount and shall not be claimed as reimbursable expenses. The final price of the Developer's services, including reasonable profit and Developer's fees, shall be determined through negotiation with the selected proposer.
