Stonewall WCID will accept sealed bids for the installation of a 100,000 gallon ground storage tank. The Work to be performed includes furnishing all necessary supervision, machinery, insurance, bonds, materials, equipment, tools, labor, design, fabrication, material delivery, erection and construction, coating, inspection, and testing to complete the Work for the proposed tank. The OWNER reserves the right to waive all informalities and irregularities, and determine which Bids are most advantageous to the Project, and to award the Contract on this basis. Performance, payment, and warranty bonds shall each be issued in an amount equal to 100% of the Contract Amount as security for all the CONTRACTOR's obligations under the Contract Documents. All Bids must be accompanied by a Bid security made payable to Owner in an amount of five percent (5%) of Bidder's maximum Bid price and in the form of a cashier's check made payable to Stonewall WCID, or a Bid Bond issued by a surety. The Contractor performing the replacement of the ground storage tank shall have a minimum of five (5) years of experience in this type of construction and five (5) projects of similar size and scope. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing a minimum of ninety-six (96) hours before the bid opening. Answers to all such requests will be given in writing to all bidders, in Addendum form, and all Addenda will be bound with, and made a part of, the Bidding Documents. Should a Bidder find discrepancies in, or omissions from the Plans or other Bidding Documents, or should he be in doubt as to their meaning, he should at once notify the Engineer in order that a written Addendum may be sent to all bidders. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents seventy-two (72) hours before the opening of bids. The proposal as submitted by the Contractor will be so constructed as to include any Addenda if such are issued by the Engineer twenty-four (24) hours before the opening of bids. Only questions answered by Addenda will be binding.
