Reference Number 0000321834 Question Acceptance Deadline 06/16/2023 05:00 PM EDT Questions are submitted online No The future of Burnham Yard is a once in a lifetime opportunity to fashion the outcome of equitable transit-oriented development (TOD) and multi-modal infrastructure improvements that will transform an abandoned railyard into a thriving center that connects multiple neighborhoods together. Redevelopment of Burnham Yard, a former rail yard and engine machine shop situated just south of downtown, is likely to trigger additional development activity in nearby areas that will significantly contribute to transforming Denvers core. The yard is in an industrial corridor with the Consolidated Main Line (CML) freight railroad corridor, Interstate 25 and the South Platte River creating barriers to the west and the Regional Transportation District (RTD) light rail tracks being a barrier to the east. The RTD 10th and Osage station, which has served the area since 1994, has been a one-sided TOD due to the railroad operations in Burnham Yard occupying the area directly to the west. Regional multi-modal infrastructure has historically treated Burnham Yard as an area to bypass which now creates significant access issues for future development. The City desires to award one professional services contract for a three-year duration and a maximum contract capacity of $50,000,000.00 or as determined by the City prior to execution of this Contract. The Community Planning and Development Department (CPD) and the Department of Transportation and Infrastructure (DOTI) will collaborate with the selected consulting team to deliver these connected city projects while coordinating with both state and regional stakeholders on additional planning and design work for Burnham Yard. Denver CPD & DOTI departments will also be further coordinating with Colorado Department of Transportation and the State of Colorados Public Private Partnership (P3) Collaboration Unit in regard to rail alignments and the States ownership and direction for the land, respectively.
