This request for proposal ("RFP") from the City of Waterbury, Waterbury Development Corporation, (collectively, the "City") is seeking proposals and prices to furnish all labor, materials, equipment and incidentals required for the abatement of hazardous building materials and demolition of various structures and appurtenances. The work shall include, but is not limited to, all items as shown on the Drawings and specified in Contract Documents including all submittals; mobilization; abatement of all hazardous building materials; demolition; all required project management; site security and safety; traffic control; permitting (including permitting costs); all labor tools equipment and conveying of materials necessary to perform the work; all winter and weather protection; all utility work including permits and coordination with the various City entities; providing a complete and comprehensive scope of work as outlined in this RFP as this is a single source RFP where the success responder will be responsible for all aspects of the associated work; and all other appurtenant work and cleanup necessary for the completion of the project. All questions and communications about this Request for Proposal and submission requirements must be directed to the City of Waterbury ProcureWare website and must be received by 2:00 PM on June 15, 2023. Responses to questions submitted by the above date or identified at any Information Session to be held regarding this RFP, along with any changes or amendments to this RFP, will be available via the City of Waterbury Procure Ware website by 2:00 PM on June 19, 2023. The contractor shall substantially complete all work and services required under this Contract within one hundred forty (140) consecutive calendar days of the city's Written notice to proceed and shall reach final completion within one Hundred fifty four (154) consecutive calendar days of the city's written notice to Proceed. Each Proposal shall be submitted accompanied by a Proposal Security in the amount of ten (10) percent of the Total Proposal Price. The Proposer to whom a contract is offered must furnish to the City, if that contract has a total cost greater than $50,000.00, a 100 percent Performance Bond with a surety, and in a form, acceptable to the City. In the City's sole discretion, it may also require a 100 percent Payment Bond and/or other additional security with a surety, and in a form, acceptable to the City. The City reserves the right to award in part, to reject any and all proposals in whole or in part for misrepresentation or if the proposer is in default of any prior City contract, or if the proposal limits or modifies any of the terms and conditions and/or specifications of the RFP. The City also reserves the right to waive technical defects, irregularities and omissions if, in its judgment, the best interest of the City will be served.
