Released pursuant to Federal Acquisition Regulation (FAR) Part 10: Market Research, this is a Request for Information. Purpose: Veterans Health Care Services of the Ozarks (VHSO)| Replace Windows and Doors Buildings, 4,5,6,and 7 | Project# 564-18-105. This is a SOURCES SOUGHT, seeking responses from all small business types. This announcement seeks information from the industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this posting. THIS IS NOT A SOLIICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS POSTING. Respondents will not be notified of the results of this synopsis. In an effort to enhance opportunities NCO16 is performing preliminary market research to identify interested, qualified, capable, small business firms possessing the capacity necessary to compete for a VHSO procurement opportunity. Results of the preliminary market research will be used to determine the potential future solicitation's set-aside requirement. The Veterans Health Care Services of the Ozarks (VHSO) is seeking concerns capable of a Replacing all exterior windows, doors and hardware, and sunroom structures in the historic buildings 4, 5, 6, and 7 including, but not limited to, the dormers in building 4 located on the main campus of the Veterans Healthcare System of the Ozarks. Specifically, the VHSO is attempting to learn if: There is interest in the marketplace for this complex procurement to justify a small business set-aside. There is a competitive environment amount small businesses to justify a set-aside and ensure fair and reasonable pricing. There are enough small businesses in the marketplace with the ability and willingness to compete for a project that would be technically complex. There are enough small businesses in the marketplace with sufficient financial and bonding capacity to successfully execute a contract of this type of procurement in accordance with FAR 52.228-1 Bid Guarantee. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. Currently, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice. At this time, proprietary information is not being requested. Respondents shall refrain from including proprietary information in responses to this notice. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract. Project Scope Summary: The Contractor must furnish all management, supervision, labor, material, equipment, tools, supplies, consumables, parts, and related services, in accordance with the SOW (Statement of Work), drawings, and specifications to replace windows and doors in historic buildings 4,5,6, and 7. Electronic (.pdf) copies of drawings and specifications to this work will be furnished by VA upon Contractor's written request to the Contracting Officer (CO). Hard copies of SOW, drawings, and specifications must be the Contractor's responsibility and expense. Contractor is responsible to verify existing and new dimensions, locations, and quantities to complete this project located on the VHSO Main Campus 1100 N. College Avenue, Fayetteville, AR 72703. In order to be eligible, interested parties must be registered in the System for Award (SAM) data base at https://sam.gov. VAAR 836.204| Disclosure of the magnitude of construction projects. Between $ 1,000,000 and $2,000,000. The North American Industry Classification (NAICS) code for this potential acquisition is 236220 Commercial and Institutional Building Construction, which currently has a small business standard of $45.0 million. Interested parties responding to this Sources Sought Notice shall submit as much of the following information as possible: Please provide a positive statement of interest in submitting a quote based on the general scope of work description. 2. Please provide a capability statement. Describe your firm's in-house capability to accomplish the summarized project scope/goal. 3. Please state your firm's name, address, DUNS and CAGE number, and primary point of contact, including telephone number(s) and email address. 4. Please provide the following information for your three most relative, recent projects: a. Contracting agency address and contracting officer's name, email address, and telephone number and provide Unique Entity ID (UEI). b. Contract number, date, amount of award, and date of completion. c. Was your company the prime or a subcontractor If performance was as a subcontractor, please provide the prime company's business name, address, email address, and telephone number, as well as the name, email address and telephone number of a specific contact person. d. Describe items/services provided under the contract. e. Please state if there were any performance issues under the contract resulting in the issuance of a Cure Notice or Show Cause Notice by the Contracting Officer. f. Proof of registration in the SAM and intention of registration prior to submission of offers to a potential solicitation. This market research is for informational and planning purposes only to determine if there are adequate, qualified small business concerns, of any type to warrant a set-aside.
