PA28PO69501-23 Fund Programs - PA28PO69501-21, PA28PO69501-22 and PA28PO69501-23 Flooring Replacement Project - Bell Court Contract GC-1 Bid Documents - General Construction Attn: Ms. Beverly S. Pounds, Executive Director Project consists of replacing the flooring in 4 apartment buildings at Bell Court,1311 N. Cambria Street, Bellwood, Blair County, Pennsylvania. The Prime Contract shall consist of: Contract No. GC-1: General Construction Work. Bids must be on a combined lump-sum basis. Separate Bids for individual trades will not be accepted. Project is to be substantially completed within 150 calendar days from the date of award of Contract. This contract is federally assisted. The Contractor must comply with the Davis-Bacon Act. A complete set of Bidding Documents may be reviewed and obtained at the office of the Consultant, Stiffler - Mc Graw and Associates at the Hollidaysburg Office - 1731 N. Juniata Street, Hollidaysburg, PA 16648 . Only a Contractor obtaining Bid Documents from the Consultant will be considered to be a registered bidder. A certified check or bank draft, made payable to the order of "Housing Authority of the County of Blair", U.S. Government Bonds, or a satisfactory Bid Security (Bid Bond) executed by the Bidder and an acceptable surety, in the amount equal to ten percent (10%) of the total Bid, must accompany the Bid in accordance with the Instruction To Bidders. No Bid Surety shall be waived or returned because the Bidder has failed or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. A Bid may not be modified, withdrawn, or cancelled by the Bidder within sixty (60) calendar days following the time and date designated for the receipt of Bids, without the written consent of the Housing Authority. The surety must be a Guarantee or a Surety Company acceptable to the U.S. Government as published in the U.S. Treasury Circular No.576 and must be licensed to do business in the Commonwealth of Pennsylvania. Payment must be received before documents will be released. The Housing Authority and Consultant assume no responsibility for delay or loss due to mailing. The successful Bidder will be required to furnish and pay for an assurance of completion of project in the form of Payment and Performance Bonds, each in the amount of 100% of the Contract Price; a cash escrow in the amount of twenty percent (20%) of the Contract Price; or an irrevocable letter of credit in the amount of twenty five percent (25%) of the Contract Price. Attention is called to all Bidders that all applicable Equal Employment Opportunity requirements for federally-assisted construction contracts must be complied with.
