The purpose of this project is to improve access to the newly-constructed Lime Sludge Dewatering Facility by constructing a concrete driveway better suited to handle heavy equipment use. This project will also include constructing proper drainage for the surrounding area adjacent to the Lime Sludge Dewatering Facility. The current roadway material is a combination of aggregate and recycled pavement. These materials are subject to shifting and settling throughout the annual weather seasons resulting in ponding water and frost heaves. The concrete driveway will also reduce tracking material onto Highway 75 North, and eliminate rutting near the newly-installed security gate. On a weekly basis, the current access driveway is heavily trafficked with over a dozen semi-trucks entering and exiting to haul the newly-produced lime sludge material. The General Manager respectfully requests the Commission approve the specifications and authorize advertisement for bids for 2023 Access Improvements for the Lime Sludge Dewatering Facility, contingent upon final legal approval.
