Site work for a service station / car wash facility in Banning, California. Completed plans call for site work for a 12,300-square-foot service station / car wash facility.

The City owns and operates a CNG facility located at the City's corporate yard at 179 E. Lincoln Street ("Corporate Yard"). The facility was commissioned in 2004 and serves the City's and the District's bus fleets. The City maintains 9 buses within its fleet. The District maintains 15 buses within its fleet. Until a few years ago, the City made the facility available 24 hours a day, 7 days per week to the general public and to other agencies such as the Morongo Band of Mission Indians, the California Department of Transportation ("Caltrans"), the County of Riverside, and Waste Management Services. The City closed the facility's public dispenser in 2019 due to the inability of the aging facility to keep up with fast fill demands observed at the public dispenser. Prior to the closure of the public dispenser, demand allocations for the facility were as follows: City - forty percent (40%), District - forty two percent (42%), and public - eighteen percent (18%). The District has dedicated slow fill supply lines and dispensers that run from the facility to District's property, which is located adjacent and to the east of the Corporate Yard. These dedicated supply lines and dispensers allow the District bus fleet to refill overnight. The facility is beyond its useful life and the City proposes to construct a new replacement facility. The Corporate Yard encompasses approximately 11 acres. The affected area proposed for the Project is approximately 12,300square feet ("SF"). The Project will include the completion of the Project design, engineering, permits, grading, construction, material, labor, special observation, inspection, testing, verification, procurement, commissioning, and installation of all equipment, subject to a strictly constrained and managed budget. The successful DBE will be responsible for obtaining all required permits as well as coordination with all utilities and other regulatory agencies, start-up, and commissioning required for operations. The final proposal following this RFP process will include the total cost for turn-key delivery of the entire Project and its related elements. Design components for a CNG fast-fill and time fill station will include, but not limited to single tower dryer with manually activated regeneration, CNG compressor, coalescing filter assembly, priority/sequential control valve panel, 3-bank cascade storage, fast-fill dispenser, fuel management system, time-fill posts, time-fill meters for City and District daily fuel dispensing, defueling panel, compressed air system, and station master control system. Design shall include demolition and construction of new perimeter wall, grading and paving to accommodate the new public dispensers. The successful DBE will be required to complete the CNG facility design as approved by the applicable City approval body and comply with all conditions of approval.
