The West Des Moines DIGITAL ENTERPRISE NETWORK PRIVATE STREETS CONDUIT DEPLOYMENT - PHASE 2 project includes the installation of a multi-user fiber conduit network within properties which are privately owned/managed developments or parcels. The contractor will supply and install all vaults, conduit, tracer wire, test stations and other ancillary items required for a complete and functional conduit network for the future installation of fiber optic cables. The successful bidder will be required to furnish a performance and payment bond in the amount of one hundred percent (100%) of the contract price guaranteeing faithful performance of the contract and guaranteeing payment to all persons supplying labor and/or materials in the execution of the work provided for in the contract. Additionally, the contractor must provide the City with a guarantee of maintenance of said improvement in the form of surety for a period of eighteen (18) months from the time of acceptance by the City. Work on said project shall commence within ten (10) days of the written notice to proceed and shall be completed as detailed in the project plans. The project installations of all conduits, vaults and tracer system components shall be completed with restoration, conduits proofed, all punch list items completed and accepted by the Engineer, and delivery of as-builts with GPS datum by May 31, 2024. It is the intent to complete each property/development in its entirety. Liquidated damages in the amount of two thousand dollars ($2,000) per day will be assessed for each day that the work remains uncompleted after the end of the contract period. The City reserves the right to reject any and/or all bids and to waive any and/or all technicalities and/or all irregularities Each proposal shall be accompanied by a bid bond, a cashier's or certified check drawn on an Iowa bank or a bank chartered under the laws of the United States in an amount equal to ten percent (10%) of the total amount of the bid. If a bid bond is submitted, it must be on the form provided with the contract documents. The City has included a No Excuse Bonus in the amount of $50,000 for early delivery of this project no later than September 15, 2023.
