Design-Build Request For Qualifications The Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration (FHWA) is conducting a "two phased" Design-Build (D-B) selection process for the Mauna Loa Access Road project. Under this Notice, CFLHD is soliciting D-B firms/teams (Proposer) to participate in a Phase One - Request for Qualifications (RFQ) - of the selection process. This is NOT a Request for Proposal. A solicitation package is not available. All questions must be consolidated and submitted on a word document and emailed to cflcontracts@dot.gov with 6982AF24R000004 - HI NOAA MALO (1) Mauna Loa Access Road - SOQ RFI in the subject line. Questions must be submitted by June 26, 2024, 4:00 p.m. Local Mountain Time. This Request for Qualifications is being issued in advance of the development and review of the environmental documentation that will determine the final Scope of Work and other project requirements. NEPA is anticipated to be complete prior to issuing the Request for Proposals. Any Work described herein is subject to adjustment as a result of the environmental process and other decisions of the Government. The North American Industry Classification System (NAICS) code for this acquisition is 237310 Highway, Street, and Bridge Construction; the small business size standard is $45 million. Statements of Qualifications (SOQ) will only be accepted from Proposers intending to provide complete services required under the Contract. Responses from individual engineering, construction, or consultant firms not offering to provide all required services will be deemed non-responsive and will not be accepted. Questions must be submitted by June 26, 2024, 4:00 p.m. Local Mountain Time. The primary objective of the Mauna Loa Access Road project is to design and construct a temporary vehicular access road to the observatory site on the island of Hawaii (The Big Island). Approximately 1 mile of the existing access road is currently unpassable due to lava flow from the Mauna Loa volcano that erupted on November 27, 2022. The lava flow cut off the vehicular access about 4-miles east from the Mauna Loa Observatory and covered the existing roadway with highly variable lava depths that are averaging over 30 feet. The road provides sole access to National Oceanic and Atmospheric Administration (NOAA) Observatory facility in Hawaii, where continued and safe access to the facility is required. The Mauna Loa Observatory (MLO) is located on the north flank of the Mauna Loa volcano at elevation of 11,141 feet. The MLO access road is 18-miles long, one-lane roadway originating at Saddle Road (SR200) and ending at the MLO facility. The limits of the project are located within State of Hawaii right-of-way. The design and construction cost for the Project is estimated to be between $2,000,000 and $5,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
