Site work for a water / sewer project in Hopkinsville, Kentucky. Completed plans call for site work for a water / sewer project.
The Hopkinsville Water Environment Authority (HWEA) hereby gives notice that sealed unit price Bids will be received for the construction of approximately 15,280 linear feet of 24- inch ductile iron(DI)watermain, and 180 linear feet of 12-inch DI water main, auxiliary components, and appurtenances, including butterfly valves, fire hydrants, and associated equipment, in Hopkinsville, Kentucky. This project is funded with funds provided by the Kentucky Drinking Water State Revolving Fund(SRF)with federal funds provided by the Environmental Protection Agency. SRF requirements (including American Iron and Steel and Davis-Bacon) and provisions must be met by the Bidder and all subcontractors. The Work under the proposed Contract shall commence within 14 days after the date set forth in the Notice to Proceed and shall be completed within 300 days after start of Work. BIDDING DOCUMENTS: The Bidding Documents are on file for review at the office of the HWEA, 401East 9th Street, Hopkinsville, KY 42241; the offices of AECOM, 1000 Corporate Centre Drive, Suite250,Franklin, TN 37067; and Lynn Imaging, 328 Old Vine Street, Lexington, KY40507, (859) 255-1021 WAGE RATES: CONTRACTORS shall be required to pay not less than the prevailing wage rates on the project as established by the United States Department of Labor. Copies of these wage rates are incorporated in the Bidding Documents in Section C-00900, Labor Regulations and Wage Rates. The procurement is subject to Kentucky Division of Water Procurement Guidance, including the Davis-Bacon Act. Overtime pay applies to all hourly workers who work greater than 40-hours per week. Bidders will be required to comply with the President's Executive Order No. 11246, as amended. The Contractor/Subcontractor will comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities, and will apply the time tables and goal set forth in 41CFR60-4, if applicable, to the area of the project. Bidders will make positive efforts to use small, minority, women-owned and disadvantaged businesses. Minorities and small businesses are encouraged to submit Bids on this project. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, the Contract Work Hours Standard Act, and 40 CFR 31.36 L (3, 4 & 6). BID SECURITY: Bid Security in the amount of 10 percent of the bid shall accompany each bid in accordance with the Instructions to Bidders. BID GUARANTY: Each bidder shall submit with his bid a bid guaranty in the form of either a bond for the amount of 100% of the bid amount or a certified check, cashier's check, or letter of credit in the amount of 10% of the bid. CONTRACT SECURITY: The Bidder to whom a contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the contract price. BID REJECTION/ACCEPTANCE: OWNER reserves the right to cancel an invitation for bid, are quest for proposal or other solicitation or to reject any and all bids or proposals, and to waive informalities in bidding. The Contract will be awarded to the lowest, responsive, responsible bidder or to accept the Bid or Bids that best serve the interests of OWNER. BID WITHDRAWAL: No Bid shall be withdrawn for a period of 90 days after the opening of Bids without consent of OWNER. LIQUIDATED DAMAGES: The contract will include a liquidated damages clause in the amount of one thousand dollars ($1,000.00) per day. The time limit for substantial and final completion of Work in the Contract Documents is 300 and 330 days, respectively, from the date of the Notice to Proceed, including Saturdays, Sundays, and holidays.
