The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue full Specifications for the subject described requirement on or about June 18, 2023, unless additional notice is given, or this notice is modified or cancelled. THIS OPPORTUNITY SHALL BE FOR A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) ONLY. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction services firms. The Contractor is to provide all Management and Supervision, Labor, Materials, Parts, and Equipment, etc., necessary for the specified Shines Grounds Maintenance Services consisting of 1) Raise and Realign, 2) Headstone Cleaning and 3) Topsoil/Turf Renovation for the National Cemetery Administration, Midwest Districts - Fort Snelling, Minnesota / Dayton, Ohio. This solicitation will result in multiple awards for the respective geographical area (Midwest District). Interested bidders may select which respective site(s) to submit bid responses on. The Government reserves the right to award multiple contracts within the district, but one (1) contract per location/cemetery, to the Lowest responsive and responsible bidder(s) per cemetery. The anticipated contract Periods of Performance will be three hundred sixty-five (365) calendar days (one year) from issuance of the Government s Notice to Proceed (NTP). The Product Service Code (PSC) for this procurement is Y1PZ Maintenance of Other Non-Building Facilities; the North American Industry Classification System (NAICS) code for this procurement is 238910 Site Preparation Contractors, and the Business Size Standard is $15.0 Million. Per FAR 36.204, the Magnitude of Construction for this project is between $1,000,000 and $5,000,000. The acquisition type for this solicitation will be an Invitation for Bid (IFB). The IFB will utilize the Electronic Bid Delivery/Opening process.
