The City of Lincoln City is issuing a Request for Qualifications (RFQ) to qualified and experienced individuals or firms for Consulting Services to provide technical and project assistance to the City to complete Brownfield Site Assessments based upon the approved U.S. Environmental Protection Agency (EPA) Region 10 Brownfields Assessment Cooperative Agreement Community-Wide Assessment Grant Work Plan entered into between the City and the EPA. The project scope broadly includes: 1) Project Management and Reporting; 2) Community Involvement and Technical Assistance; 3) Environmental Site Assessments (ESA) Phase I and Phase II (Hazardous Substance); and 4) Remedial/Reuse Planning for properties. All work must be completed by September, 2026. The method of Contractor Selection has not been Determined at this time.
