The Town of Concord, Massachusetts, the Awarding Authority, invites sealed bids for Contract #2273, 2023-2024 Pavement Management Phase 1: Bonded Wearing Surface Course (BWSC) in accordance with the documents prepared by the Engineering Division of Concord Public Works. The Awarding Authority reserves the right to extend the contract for one (1) additional 12-month option. Valuation for purposes of MassDOT Prequalification is based on first year, and the option year to arrive at an estimated total value of all bid items. Vendors are expected to be able to provide their services over two (2) years at the estimated total value of all bid items. At the discretion of the Town of Concord, the Town may renew the contract for the Optional Year of work at any time after awarding the 2023 contract and before the Spring of 2024. The Awarding Authority also reserves the right to extend the contracted work with additional alternates to be completed within either Option Years of the contract term. The work under this contract will include all equipment, labor, materials, supplies, etc. necessary to furnish and complete the work described in this contract. Such work shall include bonded wearing surface course treatment, and crack sealing. It will also include cement concrete pedestrian curb ramps adjusting castings and driveway aprons within the project limits. The proposed work shall also include removal and placement of pavement markings including crosswalks and/or stop lines. The proposed work also includes supplying all the necessary traffic controls. MassDOT prequalification of contractors with the class of work as, (PAVEMENT SURFACING), for the project with an estimated value of $950,154.25 will be required. An award will not be made to a Contractor who is not pre-qualified by the Department prior to the opening of Proposals. To acquire documents, receive project notifications, and to submit bids electronically. Any and all addenda shall be posted electronically . Each individual or firm recorded as having received the contract documents will be notified by email if and when addenda are issued. Hard copies of addenda will not be mailed or faxed to plan holders. It is the sole responsibility of the Bidder to review any and all addenda prior to the bid opening. Each Bid shall be submitted in accordance with Instructions to Bidders and be accompanied by a bid security in the form of a certified, treasurers or cashiers check, bid bond or cash in the amount of 5 percent (5%) of the value of the Bid. All bid proposal documents, including the bid bond shall be uploaded electronically. However, if a bidder is submitting a bid bond in the form of a certified check, it shall be in a sealed envelope marked with the contract/project number and mailed to the Town of Concord No bidder will be considered if they are indebted to the Town of Concord, Massachusetts, for any unresolved issues regarding unpaid invoices issued by the Town of Concord, or any services and materials owed to the Town of Concord. The bidding and award of this contract will be under provisions of M.G.L. Chapter 30, Section 39M. The Town of Concord reserves the right to reject any and all Bids or parts thereof, to waive any irregularity in the Bids received, and to accept the Bid or parts thereof deemed to be most favorable to the best interest of the Town. Prevailing Wage Rates as determined by the Division of Occupational Safety under the provisions of M.G.L Chapter 149, Sections 26 and 27D, as amended, apply to this project. It is a responsibility of the contractor to obtain, as necessary, any pertinent information on Prevailing Wages for workers employed for the proposed work under this contract.
