Site work for a mixed-use development in Lowell, Massachusetts. Conceptual plans call for site work for a playground / park / athletic field; and water / sewer project.
The City of Lowell Department of Planning and Development is seeking design, permitting and engineering services for the Muldoon Park Boat Launch project. The project scope includes: 1. Design Development, 2. Permitting, 3. Construction Documentation, and 4. Construction Administration. The Consultant shall prepare all drawings, specifications, cost estimation, permits, and other documentation, as needed, to go out to bid for the installation of the kayak launch and all associated site improvements to create access to the launch as shown in the below figure. Anticipated permits include an NOI with the Lowell Conservation Commission/MassDEP and a Chapter 91 License from the state. Anticipated Meetings Include: 1. Kick-Off Meeting 2. 75% Design Review Meeting 3. Conservation Commission Hearing 4. Construction Documentation Meeting 5. Construction Kick-Off Meeting 6. Construction Close-Out Meeting 7. Additional Meetings, as needed. Meetings can be held remotely via a video conferencing platform such as Zoom, or in-person as needed. The kick-off meeting and construction meetings are anticipated to be in-person. In addition to the meetings listed above, the consultant is expected to participate in monthly conference calls approximately one hour in length for the duration of the project, including a call with the Citys Purchasing Department to coordinate the bidding process and documents. Muldoon Park is a 0.55 acre park located in Lowells South Lowell Neighborhood featuring a walking path, benches, trees, gazebo, and boat launch. The parking area contains 20 parking spaces and one handicap parking space. With the exception of the existing boat launch, most of the shoreline is reinforced with rip rap. The official address of Muldoon Park is 5 Billerica Street in Lowell, MA in the South Lowell Neighborhood. Muldoon Park is surrounded by primarily residential neighborhoods, with a large industrial area immediately across the Concord River. Over 185 acres of open space is located to the north of the project site and includes Lowell Cemetery, Donahoe Park, Shedd Park, and Fort Hill Park. The park is located within census tract 3123, which is identified by the State of Massachusetts as meeting Environmental Justice criteria for Minority (25% of population). 12% of households experience language isolation. The median household income is $82,095, which is 92.2% of the MA median and 127% of the Lowell median. The method of Contractor Selection has not been Determined at this time.
