The City of Lowell Department of Planning and Development is seeking design, permitting and engineering services for the Muldoon Park Boat Launch project. The project scope includes: 1. Design Development, 2. Permitting, 3. Construction Documentation, and 4. Construction Administration. The Consultant shall prepare all drawings, specifications, cost estimation, permits, and other documentation, as needed, to go out to bid for the installation of the kayak launch and all associated site improvements to create access to the launch as shown in the below figure. Anticipated permits include an NOI with the Lowell Conservation Commission/MassDEP and a Chapter 91 License from the state. Anticipated Meetings Include: 1. Kick-Off Meeting 2. 75% Design Review Meeting 3. Conservation Commission Hearing 4. Construction Documentation Meeting 5. Construction Kick-Off Meeting 6. Construction Close-Out Meeting 7. Additional Meetings, as needed. Meetings can be held remotely via a video conferencing platform such as Zoom, or in-person as needed. The kick-off meeting and construction meetings are anticipated to be in-person. In addition to the meetings listed above, the consultant is expected to participate in monthly conference calls approximately one hour in length for the duration of the project, including a call with the Citys Purchasing Department to coordinate the bidding process and documents. Muldoon Park is a 0.55 acre park located in Lowells South Lowell Neighborhood featuring a walking path, benches, trees, gazebo, and boat launch. The parking area contains 20 parking spaces and one handicap parking space. With the exception of the existing boat launch, most of the shoreline is reinforced with rip rap.
