OVERVIEW This contract is to adequately by industry standards "prep, strip, sand, repair" then "primer, sealer and paint" the 3 water storage tanks utilized by Fire Research Laboratory technicians at the National Laboratory Center in Beltsville MD. The Paint on the towers is well past its expected life cycle and currently falls short of the EPA regulations. These tanks are an essential part of a mission critical piece of equipment and is need of immediate remediation. DESCRIPTION OF WORK Prep and paint the Interior and Exterior of the 3 Water Storage Tanks affiliated with the Environmental Plant Erect scaffolding around the perimeters of the three tanks to properly gain access, A boom lift may also be used, but may have areas of restricted access. Options for working around or removing the ladders and/or any brackets bolted on the tanks to be determined by Contractor and should be thoroughly explained on proposal. Any seals or gaskets removed for access inside the tank to replaced with new by Contractor. On-site ATF O&M staff will assist. Prep any areas exhibiting a gloss with an SSPC-SP1 Solvent wipe and SSPC- SP2/SP3 hand tool and power tool clean to where no matter can be removed with a dull putty knife. Pressure wash with a minimum of 5000 PSI with PPG Dura Prep 88 Cleaner. Apply 1 coat of PPG AMER or equivalent lock. Apply 1 coat of PPG AMER or equivalent lock 2 - Surface Tolerant Epoxy Apply 2 coats of PPG DURETHANE DTM or equivalent. Prep and seal interior of tanks with Thermothane 7000 or equivalent. Remove and replace with new decals labeling each of the towers. Clean up and remove all job-related debris. Contractor is responsible for damages caused by equipment, human error, weather, and any product used in the project. The contractor is responsible for all field measurements, quantifying materials, and parts, including all incidental materials required to complete the project in a manner that meets or exceeds industry accepted standards as identified by the Government. NOTE: The color and sheen of this system should last approximately 5 years with the adhesion lasting approximately 14 years Please sumit technical propopsal and price proposal as 2 separate documents. Please address our decription of work in the SOW as much in detail and specific as possible as your technical proposal. The 2nd site visit is scheduled for June 29 @10:30am. Please fill out the Policy check form and send to CO by COB on June 28, so you can visit the site. On the PPS, we want the Past Performance of the PRIME contractor, NOT subcontractor.
