Architect and Engineering (A-E) Services Synopsis/Solicitation: 89303023RMA000051 This is a 100% Small Business Set-Aside. 1. Description: a. The Department of Energy (DOE) has a requirement to acquire a full range of architectural & engineering services including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, construction management services, secure facilities and emergency operation design services, and other related services in support of DOE Headquarters facilities located at Forrestal in Washington, D.C. and Germantown, Maryland. b. This acquisition will be conducted in accordance with the Selection of Architects and Engineers statute (40 USC Chapter 11), Federal Acquisition Regulation (FAR) Subpart 36.6, and Department of Energy Acquisition Regulation (DEAR) 936. This opportunity is a total set-aside for small business concerns, and this announcement is open to small businesses under North American Industry Classification System (NAICS) Code 541310 - Architectural Services, with a small business size standard of $12.5 million; and NAICS Code 541330 - Engineering Services, with a small business size standard of $25.5 million. (NOTE: A firm must be a small business under both NAICS Codes to be considered for this requirement.) c. The Government anticipates awarding approximately four (4) single-award Indefinite Delivery / Indefinite Quantity (IDIQ) contracts for A-E Services; however, the Government reserves the right award to award more or less than four (4). Each IDIQ award will cover the entire scope of the Statement of Work (SOW). The total price for each potential award will not exceed $5,000,000.00. The IDIQs will each consist of a five-year base ordering period. d. Individual Task Orders shall be issued on a Firm-Fixed-Price (FFP), Time and Materials (T&M), or Labor Hour (LH) basis with a minimum and maximum range of $1,000.00 to $5,000,000.00. e. The minimum guarantee is $1,000.00 for each IDIQ holder that is not awarded a task order during the five-year ordering period. f. The Government reserves the right to announce and issue a new synopsis at any time utilizing the same criteria established in the initial synopsis. g. Contractors must be registered in the System for Award Management (SAM) database to be eligible for contract award. To submit a response to this synopsis to the U.S. Department of Energy, all potential and current contractors must register with FedConnect, via the vendor portal . Responses must be submitted for this specific Synopsis via FedConnect and shall reference Synopsis/Solicitation Number 89303023RMA00051. 2. Selection Criteria: Selection of the firm(s) will be based on the following criteria. Criteria (1) and (2) are considered most important and equal among themselves; Criteria (3), (4), and (5), are slightly less important and listed in descending order of importance. Criteria (1) through (5) will be evaluated for all firms who submit an SF-330 to determine the most highly qualified. Criterion 1-Professional Qualifications: The Government will evaluate the extent to which the professional registration/certification credentials submitted for each firm's individual design team members (including each A/E firm's design staff and its sub-consultants) demonstrate a technical competence to successfully complete the types of work described in the Statement of Work (SOW). The evaluation will consider the proposed design team's education, active professional registrations, experience, and any other unique qualifications that could potentially benefit the Government (e.g., active security clearances, etc.). Submittal Requirements: SF-330 Part I, Section E. Provide professional registration, certification, licensure and/or accreditation, which should include professional registration of individual design team members within the staffing matrix. Indicate whether personnel hold an active security clearance and if so, what level. All professional registrations, licensures and/or certifications must indicate certification numbers (include State issued) and expiration dates (as applicable). Criterion 2 -Specialized Experience: The Government will evaluate the extent to which the submitted project examples demonstrate a breadth and depth of specialized experience performed within the last six (6) years (from the date of synopsis issuance) including design members to perform similar or greater A/E requirements (in terms of dollar value, technical complexity and competition timelines) in the type of work described in the SOW. The Government's evaluation may consider items such as the firm's role as prime/sub/consultant in reference projects; evidence of efficiencies/inefficiencies as it relates to cost and technical performance; project complexity; and more. The evaluation will place more emphasis on experience as a Prime Contractor vs. Sub or Consultant. Submittal Requirements: SF-330 Part I, Section F. Firms shall provide up to four (4) projects that were completed within the last six (6) years (from the date of synopsis issuance) that best illustrate the specialized experience of the proposed team. One (1) of the four (4) projects shall include evaluations, surveys, studies, and designs for modifying or creating new limited areas, vault type rooms or Sensitive Compartmented Information Facilities (SCIF) that incorporate and comply with Intelligence Community (IC) Technical Specifications for ICD/ICS 705. The office/branch/regional office/individual team member proposed to manage and perform work under this contract must have completed all referenced projects provided in the SF-330 Part I, Section F. Projects not meeting this requirement will be excluded from evaluation. The format for the projects shall include: Experience as prime or consultant (please identify); point of contact name (for the project's design procurement, facility end user, and prime construction contractor); e-mail address; phone number; contract number or project identification number; project description; contractor role with stakeholders required to develop the plans and specifications; design and construction contract period of performance (listed separately); final construction estimate (time and cost) provided to the client; awarded contract value; final contract value; final contract duration; number of modifications and reasoning for each modification; and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. Projects shall be submitted on the SF-330 and be completed. Projects not completed will be excluded from evaluation consideration. For the four (4) projects submitted in Section F of the SF-330, a "project" is defined as work performed at one site or at a single installation and which the firm has provided a final, constructive design for the project in which it was hired to support. An IDIQ contract is not a project. A project may contain multiple task orders or contracts if they are for multiple phases of a project at the same site or installation. Each project in Section F of the SF 330 shall include the contract number, task order number, cost of work performed by firm, and owner's contact information. Project descriptions shall clearly state extent of work performed by the team, percent of work completed, dates when work was performed, and date of contract completion. Project A/E work must be 100% complete for consideration. Do not list an IDIQ contract as an example of a completed project. Instead, list relevant completed task orders that fit within the definition above. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. (NOTE: If the proposed team is a joint venture (JV), information should be submitted as a JV; however, if there is no information for the JV, information should be submitted for each JV partner not to exceed a combined total of four (4) projects. If a project was performed by a JV, and all JV partners are not on the team proposed for this contract, specifically address the work performed by the JV partner teaming on this contract. Likewise, if the /team member worked as a subcontractor on a project, the description should clearly describe the work performed by the team member and the roles and responsibilities of each on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities teaming on this contract, the project could be eliminated from consideration.) Criteria 3 - Capacity: The Government will evaluate firms' submitted narrative to determine capacity to accomplish multiple large and small projects simultaneously, and within the required time over the life of the project. Submittal Requirements: SF-330 Part I, Section H. Submit a narrative that demonstrates the firm's capacity to accomplish work in the required time frames. Address key elements by identifying and discussing: 1) Present workload; 2) Capacity to accomplish multiple task orders simultaneously; and 3) ability to accomplish work within the required time limits. Criteria 4 - Past Performance: Firms shall be evaluated on past performance with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. The Contractor Performance Assessment Reports System (CPARS) is the primary source of information on past performance. CPARS may be queried by the Government for all firms submitting an SF-330. If deemed appropriate by the evaluation board, performance evaluations for any significant team subcontractors may also be considered. The board may seek information on past performance from other sources but is not required to seek other information on the past performance of a firm if none is available from CPARS. When evaluating past performances, the board will determine the relevancy of performance evaluations, and will place greater consideration on recent and relevant performance evaluations. Submittal Requirements: Submit a completed CPARS evaluation for each project listed under Criterion 2. If a completed CPARS evaluation is not available, the Past Performance Questionnaire (PPQ) (included in this notice) is provided for the firm or its team members to submit to the client for each project the firm includes under Criterion 2, Specialized Experience. A FIRM SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE. Completed PPQs should be submitted with the SF-330. If the A/E is unable to obtain a completed PPQ from a client for a project before the response date set forth in this notice, the A/E should complete and submit with its response the first page of the PPQ (Attachment 3), which will provide contract and client information for the respective project(s). A/Es should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Dremayne Doyle, dremayne.doyle@hq.doe.gov prior to the response date. A/Es shall not incorporate by reference into its response PPQ or CPARS evaluations previously submitted in response to other A/E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Submitted CPARS and PPQ evaluations will not be counted as part of the 30-page limitation and shall be attached to the SF330, behind the SF330 Part II document. Criteria 5 - Location: Firms shall be evaluated on their location in the general geographical area of the anticipated projects and knowledge of the locality, specifically demonstrating that your proximity to the general area enables you to respond to emergency calls within two hours if required. Evaluation of firms will include consideration of their location within the general geographical area of anticipated projects in Washington, D.C., and Maryland (Forrestal and Germantown sites). Submittal Requirements: SF330 Part I, Section H. Firms shall submit a narrative demonstrating the extent of their capabilities to service projects located in the subject effort's geographical area and include location of the firm's main offices, branch offices, and sub-consultants' offices. 3. Submittal Requirements. THIS IS NOT A REQUEST FOR PROPOSAL. THE FUTURE REQUEST FOR PROPOSAL WILL NOT BE PUBLICLY ISSUED BUT WILL BE CONSISTENT WITH FAR 36. a. Interested firms having the capabilities to perform this work must submit one (1) complete electronic copy with searchable Adobe PDF files of an SF-330 for the Prime firm that includes all team consultants. Include the firm's Unique Entity ID (UEI) number in the SF-330, Part I, Sections B and C. A maximum of four (4) projects for the proposed team, including JV and teaming partners, shall be shown in Section F. b. The SF-330 shall have a total page limitation of thirty (30) printed pages total. For all SF-330 sections, use no smaller than 11 pt. font. Solicitation packages are not provided. This is not a request for proposal. No pricing information is to be included. Any pages that exceed the page limitations noted will not be evaluated, nor considered. 4. Additional Instructions and Clarifications for SF-330: a. All firms, submitting an SF-330 shall obtain a Unique Entity Identifier (UEI) (formerly DUNS) number. Include the UEI number in Part I, Section B, Block 5 next to the name of the firms. 5. Interviews and Negotiations: a. Interviews: As required by acquisition regulations, interviews for the purpose of discussing prospective firms' qualifications will be conducted. Interviews will be held with those firms deemed qualified for award. Interviews will be conducted by telephone or Microsoft Teams meeting. b. Negotiations: Following interviews, all firms selected for negotiation will receive a Request for Proposal (RFP)/solicitation with FAR and Supplemental clauses and provisions that will establish the labor rates, with annual escalation, for use throughout the IDIQ period. No pricing information shall be submitted with the SF-330. 5. QUESTIONS: All questions regarding this synopsis must be submitted in writing via FedConnect no later than Friday, June 2, 2023, 1:00 PM Eastern Time (ET).
