The City of Dillon, Montana, is soliciting statements of qualifications to hire a firm(s) to provide engineering, land surveying, and/or grant writing services for the City of Dillon on an as-needed basis. Desired services may include planning, surveying, grant writing and/ or grant administration, and engineering. Engineering service may include preliminary engineering evaluations, reports or studies, cost estimating, permitting, design, preparation of plans, specifications and contract documents, bid letting and award assistance, and constriction inspection and administration. Projects may include, but are not limited to, the public water supply system, public wastewater collection, and treatment systems, storm water management, streets, sidewalks or site development. Proposals for only grant writing/ administration will be accepted. The City may utilize the firm for a period of seven (7) years for all related activities listed above that are the responsibility of the City when requested by the City. There is no guarantee that the City of Dillon will require any of the above services. In addition, the City, at its discretion, may procure other engineering services for specific projects if they so choose. Responses to the RFQ should include: 1. The firms legal names, address and telephone number. 2 . The principal(s) of the firm and their experience and qualifications. 3. The experience and qualifications of the staff to be assigned to the project. 4. A description of the firms prior experience, including any similar projects (on particular, those funded by the DNRC, MCEP (formerly TSEP), CDBG, EDA, MDT, FEMA, SRF, RD, etc.), size of the community, location, total construction cost, and name of a local official knowledgeable regarding the firms performance. 5.A description of the firms understanding of the Citys needs and how those may be addressed through engineering and grant related activities. 6. A description of the firms ability to meet project schedule and budget requirements. 7. List of references, including contact names, of the past five (5) projects completed with similar services provided to those requested above Respondents will be evaluated according to the following factors: The qualifications of the professional personnel included on the team (25%) Related experience on past projects (30%) Present and projected workload (15%) Recent and current work for the City and similar entities 10%) Capability to meet project schedule and budget requirements (15%) Location of firm (5%) The selection of the successful firm will be based on an evaluation of the written responses and/or an interview if the City deems the latter is necessary. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to the City, all factors considered. Unsuccessful offerors will be notified as soon as possible Questions should be directed to the Director of Operations by calling (406) 683-4245 Five (5) copies of the proposal are requested. Section 3 of the Housing and Urban Development Act of 1968 requires recipients of CDBG funding, to the greatest extent feasible, to extend to lower-income residents opportunities for training and employment that may arise from the project. Further, to the fullest extent feasible, the consultants and contractors selected to design and construct public facilities projects will utilize business owners located in or substantially owned by residents of the City of Dillon. This solicitation is being offered in accordance with federal and state statutes governing the procurement of professional services. Accordingly, the City of Dillon reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed and the right to reject any responses deemed unqualified, unsatisfactory, or inappropriate The method of Contractor Selection has not been Determined at this time.
