For the Hoffman Plaza and Flannery Apartments Tree Removal and Trimming work. All Contractors must obtain bid set through the Elmira Housing Authority, to be considered a qualified bidder. Bidders must submit with
their bids the Representation Certifications, and other Statements of Bidders contained in the contract documents. The contract documents contain requirements addressing nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 Residents and Business and related matters. Bidders may not be on either the New York State Comptroller General's, United States Department of Housing and Urban Development; Chemung County Code Enforcement or the City of Elmira Code enforcement's list of ineligible contractors. The successful bidder will be required to comply with all applicable equal employment opportunity laws and regulations and be subject to Executive Order No's 11246 and 11375 The project wage rate determination is made pursuant to Section 12 (a) of the U.S. Housing Act of 1937 as amended for public housing agencies as determined by the United States Department of Housing and Urban Development (HUD). The agency and its contractors may pay for maintenance laborers and mechanics no less than the wage rate (s) indicated for the type of work they perform.In case of ambiguity or lack of clearness in stating prices in the proposal, the Authority reserves the right to accept the most advantageous construction thereof to the Authority or to reject the proposal. The Authority reserves the right to reject any or all bids, to reduce or delete bid items to waive irregularity in the Bids and in the Bidding. No bid may be withdrawn until the expiration of thirty (30) days from the date bids are opened.
