Scope of Work - The Consultant's role will be to provide professional planning services resulting in an updated General Plan and a related California Environmental Quality Act (CEQA) analysis no later than January 2028. This updated General Plan will include a comprehensive update of the following Full Element Updates: Land Use Element Open Space Element Conservation Element Noise Element Circulation Element A comprehensive update is intended to include but not be limited to compliance with legislative mandates and adding new relevant topics to put the Plan at the forefront of best planning practice and innovation. In addition to the above Full Element Updates, the City would seek to make conformance updates to the following recently adopted/updated Elements to ensure the recently adopted elements conform to the Full Element Updates adopted. Conformance Element Updates Environmental Justice Element (adopted in 2020) Housing Element (anticipated adoption in 2023) Safety Element (anticipated adoption in 2023) The City plans to complete the General Plan Update by facilitating the following major components: Part 1: Technical Background Report Part 2: Draft General Plan Elements (Full and Conformance) Part 3: Environmental Analysis For efficiency of work conducted, it is the City's aim to utilize one Consultant for all Parts. The selected Consultant will take primary responsibility for the project, collaborating with City staff, City Council, Planning Commission, Key Stakeholders, the community, and the project team to prepare a comprehensive and updated General Plan. The City would like to update the General Plan using language and graphics that are easily understood by non-technical stakeholders. Most importantly, the General Plan should reflect the City's aspirations for the future and achieve maximum utility with a clear implementation plan. The successful Consultant will have significant experience preparing innovative and cohesive General Plan updates and associated technical analysis and documentation. Experience preparing award-winning General Plan documents is desirable but not required. They will also have extensive community outreach, public engagement, and meeting facilitation experience and are asked to demonstrate success with community engagement and thought leadership using creative tools and a variety of approaches to engage a wide spectrum of the community. The City is looking for a Consultant that will provide the following: Thoughtful and engaging visioning facilitated with the community. The ability to help develop a General Plan that embodies and communicates the various elements and policies in the plan as an interrelated system that articulates a cohesive, adaptive vision for the City of Inglewood's future and an implementation plan to achieve this vision. Dynamic team members to work in collaboration with our community, City leadership, and City staff. Demonstrated leadership in sustainability, resiliency, adaptation, and environmental justice and an ability to incorporate these topic areas throughout the General Plan. Qualified environmental experts with a full technical team and demonstrated a history of working together as a team. The City of Inglewood Department of Economic and Community Development, Planning Division requests written responses to a Request for Proposal (RFP) for the selection of a planning firm to provide professional services related to an update of the Inglewood General Plan. A strong commitment to community engagement throughout the process. The State of California has specific regulatory and technical requirements for General Plans. Firms should be creative in proposing a team approach that demonstrates a thorough understanding of the State's regulatory and technical requirements for General Plans while responding to the City's unique qualities and issues. Technical Background Report Description - To understand the demographic and socio-economic characteristics of the City, along with travel patterns, vehicle and transit use; existing land use conditions, a profile of the City shall be developed. The City Profile shall include, but not be limited to: population; age; ethnicity; language spoken; place of birth; disability; household characteristics; employment; place of work; income; travel made to work; existing land uses by type; park acres; recreational amenities; schools; and services. Building on the profile, an existing conditions map and report will be developed. The Consultant will evaluate the existing physical and regulatory conditions in the City. Information should include, but not be limited to, the following: existing land use; commercial/industrial space utilization; physical building conditions; including structures in poor or deteriorating conditions; environmental conditions; including areas of known sensitive habitats; soil or groundwater contamination; urban form; pending and approved development projects in the City; planned public and private improvement projects; circulation network; transit use; historic resources; market conditions and developmental potential. Based on the analysis of existing conditions, opportunities in the plan area shall be identified, along with potential constraints. A market demand and economic opportunities analysis will be conducted to assess existing and future market conditions for residential, commercial, and industrial development as related to employment growth in the plan area, taking existing conditions, current trends (including commercial/industrial space utilization), and long-range potential into consideration. Projected absorption of dwelling units and square footage by non-residential use will be included in the planning period. It will consider the likelihood of households locating near and utilizing transit. The commercial analysis will assess trends in retail, office, and industrial development in the area as well as future potential by type. The potential for employment in each of these areas shall be included. It is anticipated that as part of the Technical Background Report, public outreach and stakeholder outreach will be conducted. In addition, the Consultant may deem it useful to conduct a visioning exercise with the public and stakeholders, as a conclusion to Part 1 of the General Plan Update process and to set the stage for Part 2. The City reserves the right to waive any irregularity within any proposal and to take proposals under advisement for a period of ninety (90) calendar days from and after the date proposals are opened and announced. The City reserves the right to waive informalities in any proposal, to reject any or all proposals, to reject one part of a proposal and accept the other, except to the extent that proposals are qualified by specific limitations, and to make awards to the responder whose proposal is most beneficial to the needs of the City. Each firm is responsible for the timely delivery of any response. Additionally, the City will not be responsible for the delivery of any proposal to the wrong address or City department. Each firm assumes all risks and/or consequences of an incorrect delivery or an untimely delivery of a proposal.
