King County (County) requests proposals from firms interested in providing Heavy Civil GC/CM Services for Black Diamond Trunk Capacity Upgrade. This is a project-specific GC/CM and is funded by King County. The County is also seeking Water Infrastructure Finance and Innovation Act (WIFIA) funding. The Contractor may be responsible for multiple early work packages over the life of the GC/CM contract. 1. King County is seeking a highly qualified, customer-focused GC/CM firm to participate as a critical, integrated team member throughout preconstruction (design) and construction. The successful GC/CM will demonstrate highly effective preconstruction services including early scope development, estimating, constructability reviews, value engineering recommendations and risk management. 2. The successful GC/CM will demonstrate outstanding skills in heavy civil construction, including self-perform work, subcontractor, and supplier buyout, obtaining maximum value, price competitiveness, local vendor participation and DBE/MBE/WBE participation. Work will be self-performed by the successful GC/CM when it demonstrates the best overall value and under terms acceptable to the County and in accordance with applicable statutes. Self-performed work may be executed under a cost-reimbursable, open-book or a negotiated lump-sum as deemed in the best interest of the County. 3. The GC/CM will provide all services typical of a general contractor including guidance and input during the design phase, critical path method scheduling, cost estimating, site supervision, subcontractor coordination, safety leadership, construction meeting organization, communications, maintenance of a clean site and surrounding areas, documentation, coordination of other County vendors including independent commissioning, inspections, and County operations staff training. 4. Proposers shall provide the following minimum fully-qualified staff members. Staff members shall be provided on a full-time basis throughout construction and closeout unless agreed to by the County. 5. The Key Team Members assigned to the project during each component of the project shall be: a. Project Manage - primary point of contact for Contractor b. Project Superintendent c. Project Engineer d. Project Scheduler e. Cost Estimator f. Safety Manager g. Equity and Social Justice (ESJ) Coordinator or Manager L. Reference Documents Available To Proposers 1. The following reference documents are available: a. Black Diamond Trunk As Built Plans b. GC/CM Estimating Guidelines The County's current, target budget for all Work to be provided under the GC/CM Construction Services Contract is $66,000,000, escalated and exclusive of Washington State sales tax and preconstruction services.
