The City of Baton Rouge and Parish of East Baton Rouge invites qualified engineering firms to submit a
Statement of Qualifications for the following project:
Highland Road at Pecue Lane
Enhancement Project
Project No. 23-EN-HC-0028
R F Q No. 23-ES-DTD-001
Estimated Project Cost: $3,000,000
Fee to Be Negotiated.
Those firms that have obtained the official RFQ package for this project from the web site will receive notice of changes
in RFQ Addenda and information issued by the City-Parish Engineer and Surveyor Selection Board. The
firm selected for this project will be required to execute the City-Parish's standard contract for Engineering
Services. Any questions or problems related to the download of the RFQ package should be directed to

Statements of Qualifications that have not been received by the above aforementioned date and time will
be rejected. Additionally, failure to submit all of the information on Standard Form CPES (DATED: REV.
03/12/20) and required SEDBE forms demonstrating EBE goal compliance or Good Faith Effort shall be
considered non-responsive and may result in the Qualification Statement being rejected.
Engineering and Land Surveying firms must be registered with the Louisiana State Board of Registration
for Professional Engineers and Land Surveyors, in accordance with LA RS 37:689. A copy of the firm's
current Certificate(s) of Registration shall be attached to each Statement of Qualifications (Standard Form
CPES). Failure to be registered and in good standing with the aforementioned Board will result in the
Qualification Statement being rejected.
The City of Baton Rouge and Parish of East Baton Rouge has established a Socially and Economically
Disadvantaged Business Enterprise (SEDBE) program in accordance with Revised Statute RS 33:2233.4.
It is the policy of the Parish to ensure that Eligible Business Enterprises (EBE's), certified in accordance
with the Parish program, have an equal opportunity to receive and participate in parish contracts. All Firms
shall make good faith efforts to achieve a minimum EBE participation goal of 25% of the total value of
the engineering contract.
Good faith efforts include meeting this EBE goal or providing documentation demonstrating that the Firm
made sufficient good faith efforts in attempting to meet this goal. Only EBE firms certified under the
Parish SEDBE Certification Program at the time of submittal of the proposal will count toward this EBE
goal. To be considered responsive all firms and proposed sub-consultants must submit EBE Forms 1, 1A,
and 2, and Letters of EBE Certification, as appropriate as attachments to the RFQ response. All submittals
will first be reviewed by the EBR Parish Purchasing Office to confirm compliance with SEDBE
requirements. Only submittals that are confirmed to comply with the EBE participation requirement will
be forwarded to the Engineer and Surveyor Selection Board for scoring and selections.
The members of the Engineer and Surveyor Selection Board request that all consultants, sub-consultants,
contractors, vendors or others involved with this project not contact any Board Member concerning this
project during the selection process period, which shall extend from the date of this notice until a selection
is made.
The members of the Engineer and Surveyor Selection Board also request that the firms submit revised
Form CPES (DATED REV. 03/12/20) only, unless otherwise stated or required by the instructions. All
un-authorized attachments or embellishments may be removed and discarded prior to distribution of
statements to the Board Members.
The Engineer and Surveyor Selection Board requests that the firms name their pdf files in a common
format, PrimeName ProjectNameFirstWord.pdf to assist in their review process. For example, "Acme
Engineers Nicholson.pdf".
Responses to this RFQ will be collected, compiled, and delivered to the Purchasing Office on or before
July 5, 2023 to verify compliance with SEDBE provisions. Those found to comply will be distributed to
Selection Board members on or before July 14, 2023 so that they may review them and prepare for the
selection meeting. The Selection Board will meet via the webinar conferencing tool on July 27, 2023 at
5:00 PM to select a firm, and two alternates, for the services advertised herein. To attend the meeting as
an observer please register for the EBR Parish Engineer's Selection Board meeting.
The City-Parish Engineer and Surveyor Selection Board reserves the right to reject all submittals in
response to this Request for Qualifications.
