This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. County - Hardin Route - US-62 Item No. - 4-80200.00 Address safety, mobility, and access management, along with potentially reconfiguring the interchange to I-65 Approximate Fee - $650,000 Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - SPP Funds (State Funds) Project Length - Approximately 0.809 miles This project seeks to address congestion and safety within the US-62 interstate corridor by improving intersections as well as providing better accommodation for pedestrians. US-62 near I-65 exit 94 is a busy commercial destination which also serves as an important connection to the Interstate System for the city of Elizabethtown. The area adjacent to I-65 contains numerous hotels, gas stations and restaurants with many having direct access to US-62 leading to demand for right and left turns. As US-62 proceeds west from the interstate toward important connecting roads (KY-3005 and US-31W), there are three signals and this leads to congestion and frequent rear end collisions. The growing restaurant and hotel sector within the area has increased the demand for pedestrian accommodations The Consultant team may include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan would demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. If included, an additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. No additional points will be provided in the Evaluation Factors for the DBE Participation Plan.
