The City is looking to perform a climbing inspection and load rating analysis for the Latah Bridge, located on Sunset Boulevard. The Latah Bridge is a reinforced concrete arch bridge that spans across Latah Creek, providing connectivity between downtown Spokane and the West Plains. The 1070-ft long bridge was built in 1913. This work is being conducted in preparation of the federal Bridge Investment Program (BIP) 2023 application cycle, which requires current condition and load rating data in order to submit. A study was done in 2011-2012 and is included in this RFQu by reference as Attachment 2 "Latah Bridge Rehabilitation Study". This Attachment includes the Study and Appendix A and B only. The scope of services to be performed under contract includes, but is not limited to, the following: 1. Bridge Inspection; including inspection preparation, climbing field inspection, and inspection summary report. 2. Load Rating Analysis; including draft and final load rating analysis reports. 3. Project Coordination and Administration; project management coordination with the City as needed throughout the duration of the project. The City, through its Integrated Capital Management Department is initiating this Request for Qualifications (hereinafter "RFQu") to solicit Proposals from Firms to provide Bridge Inspection and Structural Load Rating Analysis Engineering Services for Latah Bridge. Question deadline 6/19/2023 - 1:00 p.m. Proposals shall be submitted with most favorable terms that can be proposed. There will be no best and final offer procedure. Formal procurement document in which a service or need is identified but no specific method to achieve it has been chosen. The purpose of an RFQu is to permit Firms to submit qualifications and, if requested, project methodology and plan for evaluation.
