QUESTIONS Vendors requesting clarifications to this Invitation to Bid may submit in writing questions for official response by the University. Questions should be sent via email to Evan Riddell at evan.riddell@louisville.edu no later than 2:00 PM, EST on June 28th, 2023. The purpose of this meeting is to answer questions pertaining to this solicitation. This meeting is to assure that each potential Bidder has a complete understanding of the scope of work involved. A site walk-through will be conducted after the meeting. This is pre-bid is mandatory, bids will not be accepted from bidders who do not attend. Note: No transcript or report of Pre-Bid Conference will be provided. Liquidated Damages of $250/day. o Bid Bond is required for this project. o Payment and performance is required for this project. o AIA progress billing is required for this project. o 10% retainage will be withheld. o Certified payroll is not required for this project. o Pre-Bid conference is mandatory. o All submittals as required in these bid documents OVERVIEW The University of Louisville Procurement Services, on behalf of Physical Plant Department, (PPD) is requesting bids from a qualified contractor to modify and upgrade multiple buildings' Fire Alarm systems located on the Belknap Camus. The awarded contractor shall provide all materials, equipment, labor, and supervision for the upgrade in accordance as prepared in (Exhibit A and Exhibit C) of the bid documents. The expected work will include replacing all existing, non-addressable fire alarm detectors, peripheral devices, and panels at the facility with a new non-proprietary system. Prioritization for completion of modification and upgrade of Fire Alarm Systems to be established by the University of Louisville. Exhibit documents: 1. Fire and Life Safety Improvement Specification Document, Exhibit A. 2. Drawings, Exhibit B. 3. Division 26 Electrical Specifications, Exhibit C. 4. Belknap and Shelby Campus Physical Plant Guidelines for Contractor Maintenance and Construction Projects SCOPE OF WORK REQUIREMENTS The new system must comply with the requirements of NEPA 72, NFPA 70, IBC and NFPA 101 for a University Business Occupancy installation. The New system must also comply with all applicable University specified requirements. The selected contractor shall furnish and install all components to provide a fully functional and safe Fire Alarm System in accordance with the specification of Exhibit A and Exhibit C. The Fire Alarm System must be protected against electrical surges, spokes, sags, over-voltages, brownouts, and electrical noise. The Fire detection systems shall have emergency battery backup that is sized in accordance with all applicable codes. The battery supply shall be calculated to operate loads in a supervisory mode for twenty-four (24) hours for central station systems and remote supervisory systems. Batteries shall be sized at 125% of the calculated size to compensate for deterioration and aging during the battery life cycle. All broken, defective, or obsolete components shall be replaced as part of the modification/upgrade work. No obsolete, unsupported, or proprietary systems or components shall remain at the conclusion of the upgrade project. Any new systems, components, software, and firmware shall be currently manufactured and supported by the respective manufacturer. It is the contractor's responsibility to ensure all systems, components, software, and firmware are upgraded to the latest available version. The completed fire alarm system shall be fully tested in accordance with NFPA-72H by the contractor in the presence of the Owner's representative prior to the Fire Marshall inspection. Upon completion of a successful test, the Contractor shall certify the test results in writing to the Fire Marshall, Owner, and Engineer. Provide written 72-hour advance notice of the test to all concerned parties.
