All proposals must be received by the date and time shown on the cover page of this solicitation at the following address. Any proposals received after the stated time and date will remain unopened and the offeror notified that it is available for pick up. If any prospective Offeror has questions about the specifications or other solicitation documents, then it is the Offeror's responsibility to contact the Interim Purchasing Specialist whose name appears on the face of this solicitation, in writing, no later than, 3:00 P.M., June 23, 2023.. Oral requests for information will not be accepted. No further written inquiries will be accepted after the due date and time. Any addenda, notifications, extensions, cancellations or changes will be posted on the City's website. Negotiable, but proposed as one year from date of award. The City of Fredericksburg, Virginia (the "City") seeks to solicit proposals from qualified professional engineering firms to provide transportation engineering services to assist the City of Fredericksburg in the performance of a Downtown Transportation Engineering Study that will involve the assessment, impacts, and costs pertaining to the potential conversion of selected segments of existing one-way paired streets to two-way traffic Flow within an identified Study Area (Attachment D). This study will also include feasibility of incorporating bicycle facilities within the study area. The City of Fredericksburg, Virginia, is a thriving, growing and prosperous community. The City is home to nearly 30,000 residents. It is also a destination for visitors' intent upon enjoying a historic and well preserved small town rich in the history of the American Revolution and Civil War. The heart of the City is a historic Downtown dating to the founding of the Country. The Downtown is organized around a grid of streets with blocks typically ranging between 300 and 600 feet in length and varying street widths. In the 1960s, several of Fredericksburg's main streets were converted to one-way pairs with limited stop movements to facilitate through traffic. Today, by-pass highways provide alternative routes around the City's downtown core for traffic traveling through the area and through traffic volumes in the Downtown area have been reduced. Though alternative routes have been put in place, the one-way roadway systems continue exist. The City is now seeking proposals from qualified professional engineering firms to provide transportation and traffic services to assess the above for this study.
