City of Orange City (City) is seeking the services of a professional Engineering consultant (Consultant) for planning, design, permitting, and construction administration services for installation of a sewer collection system. The purpose of the project is to design the City's sewer collection system by adding new sewer gravity mains, lift stations, force mains, and all other infrastructure used for collection and transmission of wastewater from City and County maintained facilities. The septic to sewer project also includes providing lateral and/or clean out to accommodate existing and future private property connections. The general area for this septic to sewer expansion is included in Exhibit A, attached. Consultant will be responsible for all construction Permits for the entire pipe rehabilitation Project. Should any portion of any Work be funded with Federal funds, the Consultant must comply with the Federal Contract Provisions as detailed in 200 CFR. It is anticipated that a minimum of three firms will be awarded a continuing services agreement to provide the necessary services for a period of five years with one additional renewable period not to exceed five years, exercisable at the option of the City. City of Orange City reserves the right to reject any and all proposals in part or in whole, and to waive any informality in proposals received, as may be in the best interest of the City. In accordance with the American Disabilities Act and Section 286.26, Florida Statutes, persons with disabilities needing a special accommodation or an interpreter to participate in any proceedings, should contact the Purchasing Administrator at 386-775-5440 for assistance, at least two (2) business days before any meeting date. Authorization for performance of services by the selected firms under the basic agreements shall be in the form of written Work Orders signed by the firm, executed and issued by the City. Each project shall be negotiated at the time of the development of the scope of work. Each Work Order shall describe the services required, state the commencement and completion date of work and establish the amount and method of payment. The Work Order will be issued under, and incorporate the terms of the continuing services agreement. The City makes no covenant or promise as to the number of available projects or that the firm will perform any project for the City during the life of the agreement. The agreement does not authorize the performance of any work or require the City to place orders for work. Expiration of the term of the agreement will have no effect upon Work Orders issued pursuant to the agreement and prior to the expiration date. Obligations entered therein by both parties shall remain in effect until completion of the work authorized by the Work Order. Last day for questions: Thursday, June 22, 2023 Final Addendum (if required): Thursday, June 29, 2023 by 5:00 p.m. Evaluation Committee meeting: Monday, July 24, 2023 at 10:00 a.m. Presentations (if necessary) Thursday, August 3, 2023 at 9:00 a.m. City Council for award: Tuesday, August 22, 2023 at 6:30 p.m. There is no pre-proposal schedule for this solicitation. Firms or companies desiring to provide services, as described herein shall submit sealed proposals including one original marked "ORIGINAL" and one (1) identical electronic copy in PDF format on USB. Proposals must be submitted in a sealed envelope with the proposal number, title, and opening date clearly displayed on the outer most sealed envelope. The delivery of all proposals to the Purchasing Administrator prior to the specified opening date and time is solely and strictly the responsibility of the Proposer. All proposals must be delivered to the City of Orange City, Purchasing Administrator, at 229 E. Graves Avenue, Orange City, Florida 32763 not later than the specified date and time. Proposals received after the specified time and date shall be returned unopened. The time/date stamp clock located in the Orange City Clerk's office shall serve as the official authority to determine lateness of any proposal. The decision to refuse to consider a proposal that was received beyond the date/time established in the solicitation shall not be the basis for a protest pursuant to the City's Purchasing Code. Proposers are cautioned that they are responsible for delivery to the specific location cited in the RSQ. Therefore, if your proposal is delivered by an express mail carrier or by any other means, it is the Proposers responsibility to ensure delivery to the above address. The City will not be responsible for deliveries made to any place other than the specified address including other City locations. The City reserves the right to reject any and/or all proposals, in part or in whole when such rejection is in the best interest of the City and/or the following reason(s) apply: (a) Failure to update the information on file including address, product, service or business descriptions. (b) Failure to perform according to contract provisions. (c) Conviction in a court of law of any criminal offense in connection with the conduct of business. (d) Evidence of a violation of any federal or state anti--trust law based on the submission of proposals or proposals, or the awarding of contracts. (e) Evidence that the Proposer has attempted to give a City employee a gratuity of any kind for the purpose of influencing a recommendation or decision in connection with any part of the City's purchasing activity. (f) Other reasons deemed appropriate by the City Council. The method of Contractor Selection has not been Determined at this time.
