The site has been active since 1967 and has an approved ultimate capacity of 1.3 million m3. Given the current solid waste filling rate (and not including Orillia's projected growth), the current forecasted landfill closure date is 2065. The City is seeking the assistance of an experienced solid waste management consultant to provide and evaluate solid waste disposal options and the identification of preferred solutions, projecting long term waste generation rates for Orillia, and updating the landfill progression plan for the next 10 years. As landfilling progresses, it will need to advance into diversion depots at the Waste Diversion Site. The waste disposal assessment will evaluate future disposal options which may include: 1. Maintaining existing operations and noting changes to composting and diversion operations to accommodate disposal operations. 2. Exporting a portion of waste to allow space for composting and diversion depots. 3. Exporting all waste and continue operating the WDS as a transfer station. 4. Other potential options including a regional approach to waste disposal. TIMELINE: A Request For Proposals has been awarded by the owner. The Engineer will complete a Waste Diversion Site Disposal Assessment to determine the future landfilling and waste disposal options for the city. Past studies not the estimated landfill life for the existing site was 43 years, but also note that the current waste diversion operations are operated within Cells 9 to 12. A full site landfill volume survey was conducted at the Waste Diversion Site in 2019 and an updated survey was completed in 2023. The awarded proponent will review the existing surveys to determine fill rates and remaining capacity for final report. Review historical tonnage data assess layout the current depot areas and recommend options for optimization that consider landfilling capacity potential as well as user experience. Update the landfill progression plan for the next 10 years, including replacing the consolidated design, operations, and Maintenace plan with new figures. Future tender and construction timing is undetermined at this time. The method of Contractor Selection has not been Determined at this time.
