Renovation of a fire / police facility in Crescent City, California. Completed plans call for the renovation of a fire / police facility.

The Project includes the installation of an automatic fire suppression system and fire alarm upgrades in the eight Facility A and B General Population Housing Units. CDCR anticipates selecting a firm to provide the required Construction Management services for this Project with funding authorized in fiscal year 2023/ 2024 and concluding in Fiscal Year 2026/2027 (approximately 40 months), assuming no budget delays are encountered to obtain future funding. Services are required for the following phases: construction and post-construction. The Project delivery method is "design-bid-build" using standard State procedures. A notice to proceed for Construction Management Services for this Project is subject to budgetary, legislative and control agency approval of the proposed project. CDCR encourages Disabled Veteran Business Enterprises and Small Business participation. INTRODUCTION The California Department of Corrections and Rehabilitation (CDCR) intends to contract with a firm for Construction Management (CM) Services for a Fire Suppression Upgrade Project at Pelican Bay State Prison located in Crescent City, California. The project includes fire alarm upgrades and the installation of an automatic fire suppression system (sprinklers) in the eight General Population Housing Units in Facility A and B. It is anticipated that the services will be required for the Project which is authorized in Fiscal Year 2023/2024 and concluding in fiscal year 2026/2027 (approximately 40 months), assuming no budget delays are encountered to obtain future funds. Services may be required for the following phases: Construction and Post-Construction. The project delivery method will be "design-bid-build" (DBB) using standard State procedures. A Notice to Proceed for CM services for this Project is subject to budgetary, legislative and control agency approval and funding of the proposed Project(s). II. SCOPE OF CONSULTANT SERVICES Under the direction/supervision of a CDCR Project Director, CM services may include, but will not be limited to, the following: A. CONSTRUCTION 1. Manage and administer the construction project, including: mobilization; demobilization; and coordination between Contractor(s); existing facility personnel; and others whose activities affect operations on the site. 2. Act within the authority delegated to the CM as the CDCR representative for administration of the requirements of the construction documents. Administer Contractor performance in strict compliance with the requirements of the construction documents and in accordance with the current CDCR Project Management Procedures. The consusltant will facilitate and use best practices in promoting partnering and supporting the success of the Contractor. Such services will include but not be limited to: a. Conduct and document project meetings, including: pre-construction meetings, weekly Contractor meetings, meetings with CDCR team, and Contractor coordination meetings. Prepare all meeting agendas, minutes, and other necessary meeting materials. b. Corresponding with Contractor(s) in letter and other forms of written communications. c. Manage, review and analyze Contractor's preliminary, baseline, and contract schedules; make recommendations to the Department for: approval, time extensions, updates, coordination with other schedule revisions; requests for recovery schedule; and assessment of liquidated damages. d. Manage and process submittals from the Contractor(s) to be reviewed by the project team. Create, prior to the start of construction, maintain, and update during construction; a submittal tracking log to ensure timely reviews, and facilitate the communication and resolution of submittal comments and issues. e. Process Contractor's monthly progress payments and: i. Ensure Contractor's invoicing is complete; ii. Appropriate withholds and liquidated damages are identified; iii. Payment requests are consistent with the approved activity values in the Contractor's approved cost loaded schedule; iv. In coordination with the State Inspector of Record, review and validate material and equipment invoices submitted for payment of stored materials and equipment; v. In coordination with the State Inspector of Record, review and validate Contractor's estimate of actual work progress; vi. Coordinate with CDCR contract representatives for the processing of payments. f. Estimate cost of changes to the requirements of the contract documents and analyze the potential time impact of changes to the contract schedule g. Administer Proposed Change Orders (PCOs), and Change Orders (COs), including: i. Producing CDCR's independent CO estimate; ii. Maintaining all PCO and CO tracking logs; iii. Maintaining all PCO and CO documentation and files; iv. Negotiating cost and time extensions with Contractor(s), for approval and issuance by the CDCR Project Director. h. Maintain accurate and up-to-date project cost control reports; including all project cost exposures tracked against applicable project budgeted amounts. The reports include a Construction Contingency Report which tracks pending and processed budgeted construction contingency. Additional cost control reports for CM expenditures, construction surveying, testing contracts, and other contracts which are part of the project and assigned to the CM for administration shall be maintained. i. Administer the dispute resolution process, maintain dispute files, a dispute tracking log, conduct dispute resolution meetings, and make recommendations for defense, and/or settlement of disputes. j. Coordinate and schedule Architectural/Engineering (A/E) and Consultant site visits. k. Coordinate with the State Inspector(s), including: i. Verification of construction activity completion for monthly progress payments; ii. Tracking and resolving construction inspection issues related to defective construction; iii. Calculating monies to be withheld for defective work; iv. Conducting and documenting meetings, and discussions with Inspector(s), A/E, and Contractor(s), to resolve inspection issues PCOs and COs; unresolved disputes, and contract completion reserves against the Questions regarding this RFQ must be emailed directly to Adriana Perez at Adriana.perez@cdcr.ca.gov no later than 3:00 P.M. on June 13, 2023. CDCR will not respond to any questions or inquiries other that those submitted electronically prior to the deadline. Responses to questions will be posted online at via addendum at www.caleprocure.ca.gov.
